It is perfectly feasible if you get the men to do it. But you have got the men at the present moment, who attend Meetings once a fortnight. Look at Shanghai, where you have a Municipal Council, and the nine Councillors are divided into different Committees, of

three members sach, and these threc, individual members have their Meetings once a week or onos a fortnight, whenever they think it necessary, and they do a great deal of the work, and consequently what is left over from their Department goes to the full Council, and the Council are relieved of a good deal of detail, in the

devoted by any Member of the Board, than there is now. We might have two Meetings instead of ane, but the

Meetings would be shorter.
