The Chairman: -

A.

"r Shelton Hooper:-

There are some. At home, the Council meets once a 16,653 month. So as our so called Council, our little hody, meets once a fortnight, dont you think we might mest

once a month, 1f we had those little Committees ↑

It is perfectly feasible if you get the men to do it. But you have got the men at the present moment, who attend Meetings once a fortnight. Look at Shanghai, where you have a Municipal Council, and the nine Councillors are divided into different Committees, of

three members sach, and these threc, individual members have their Meetings once a week or onos a fortnight, whenever they think it necessary, and they do a great deal of the work, and consequently what is left over from their Department goes to the full Council, and the Council are relieved of a good deal of detail, in the

Brak same way as here, we might reliave the fermoil of a good deal of work, Consequently there would je ne more time

devoted by any Member of the Board, than there is now. We might have two Meetings instead of ane, but the

Meetings would be shorter.

Supposing the men, the time could be found and the 16,054

men.

Well, that is one of your objections gone ?

I mean as I said just now, it is perfectly feasible and workable if you get the man to come forward, and give the time to public business without remuneration. That

is what it amounts to. You want a Chairman always acoubaible, so that either myself or the Engineer, or Secretary, can go to the Chairman and feel that we are not going to be rejuìnèd, because he is busy with his

om business,

The Chairman would have certain discretionary powers, 16.1st
