things to be referred to them before they go to the

The Executive Engineer lays before them applications
for 20 houses. They are all in order, and they are passed. One or two are not in order in certain details,
and they have power to grant exemption, or to refer to
the Board. That is a matter of detail working. In that
way, dont you think that it is not chly feasible, but
to approach it with an unbiassed mind,

As a matter of fact, what I gathered from you in
conversation some years ago, I rather thought you would
like to be under the Board. I would like to know your
views, and your objections.
It is so difficult out here to get busy business men to
give the time which I know that they give at home to
this class of work. Men of leisure, a osrtain number of
them, take up Municipal work at home, but here there
ar no men of leisure, or when there are, they are
wise enough to leave the Cony.
