Well, that is a detail. Whether it would not facilitate the working of this ordinanos practically all the Board constituted very much as it is at present, with the P. C. M. O. or the Board and the Director of Public Works

on the Board.

It all depends of course how much authority each of your sub heads is to hase.

On the assumption that the authority is the same authority, given to the M. 0. H. of a Borough in England, and to the Borough Engineer. We will say the

same amountor authority, - they would have legislative authority.

You mean authority aonferred on them by legislation.

I mean that. Dont you think that things would work 16,047

smoother. There would be more confidence by the public in the Board, and it would be far better for the officers themselves. They would k`ow their respective positions, and their duties, which to me at the moment sems a little doubtful.

You have got to consider the Government, in this matter.
