Regulation 3C provides that any document which is required o permitted under the principal regulations to be served upon the owner of a licensed vessel may be served upon the owner or his declared agent (if any) personally or addressed to the owner or his agent and left at or posted to the declared address of the owner or his agent in the Colony.

4. Regulation 5 revokes regulation 25 of the principal regulations.

5. Regulation 6 adds seven new regulations to Part V of the prin- cipal regulations under the heading of "Class II Vessels".

The new regulation 45A provides for the assignment of freeboard to dumb lighters and regulation 45B for the issue of load line certificates and assignment of freeboard certificates In respect of dumb lighters licensed under the principal regulations, Regulation 45C provides for the periodical inspection of dumb lighters by officers of the Marine Depart- ment. Regulation 450 prescribes the procédure to be followed in respect of applications for the initial issue of load line certificates and assignment of freeboard certificates. Regulation 45E makes it an offence to use or operate a dumb lighter in respect of which no load line certificate or assignment of freeboard certificate has been issued. By regulation 45F an application made poder regulation 3 for the issue of a licence for a dumb lighter must be accompanied by a valid load line certificate or assignment of freeboard certificate issued in respect of the dumb lighter. Regulation 450 provides that the Director may, in issuing a licence for a dumb lighter, specify the areas of the waters of Hong Kong in which the dumb lighter may not be used or operated.

7. Regulation 7 adds a new Part VA to provide for the issue of local certificates of competency,

热 The new regulation 48A requires every vessel to which the prin- cipal regulations apply to have on board while under way a person holding a local certificate of competency as master and also a person holding a local certificate of competency as an engineer. Regulation 498 provides for the issue of local certificates of competency by the Director of Marine. Regulation 48C prescribes the procedure to be followed in the event of the loss or destruction of a certificate. Regulation 48D provides that the Director shall cause a register to be kept of the engagement and discharge of all masterg und engineers on board vessels to which the principal regulations apply. Regulation 48E sets out the duties of masters and engineers holding local certificates of competency on being engaged or discharged from a vessel. Regulation 48F specifies the duties of the owner of a vessel on engaging or discharging a master or engineer from the vessel.

9. Regulation & amends Form 1 m the First Schedule, as a result of the introduction of certificates of assignment of freeboard and the pestriction on the use of certain Class II and Class [V vesseli withjo specited areas of the waters of the Colony.

10. Regulation 9 adds three new Schedules. The Eleventh Schedule specifles the method of calculation of freeboards to be assigned to dumb lighters under the new regulations 45A to 45G and markings therefor. The Twelfth Schedule contains the forma of the certificate of assignment of freeboard referred to is the new regulation 45B. The Thirteenth Schedule prescribes the forms of local certificates of competency referred to in the new regulation 48B.
