Explanatory Note.
(This Note is not part of the regulations, but is intended to indicate their general purport).
Regulation 2 amends the classification of Class II and Class IV vessel in regulation Z of the principal regulations in respect of the areas in which such vessels may be used. This amendment is consequential upon the restrictions which may be imposed under the new regulation 45G.
1. Regulation 3 amends regulation 1 of the principal regulations in two respecti. The first amendment alters the date of commencement of the licensing year for Class II vessels (defined in regulation 2 of the principal regulations) to the date on which a licence is issued in respect of any such vessel. The second amendment provides that the Director sball maintain a register of all vessels licensed under that regulation and the owners thereof.
3. Regulation 4 adds three new regulations in Part II of the prin- cipal regulations. Regulation 3A requites an applicant for a licence under régulation 3 of the principal regulations to declare the name and address of the owner of the vessel la respect of which the application is made and the name and address of any person resident in the Colony who has agreed to act ap the spent of the owner if the owner has no shore address in the Colony. If the owner has no such agent the applicant is required to nominate a Marine Licensing Station or a Fish Marketing Organization market or depot as the address of the owner for the purposes of the principal regulations.
Under regulation 38 the licensee of a vessel is required to notify the Director of any change of address of the owner of the vessel or his declared agent in the Colony and also if the agent has ceased to act as the agent of the owner. If, in the latter case, no new agent is appointed by the owner, the licensee is required to declare a Marine Licensing Station or a Fish Marketing Organization market or depot as the address of the owner.
