9. The principal regulations are amended by the addition, after Addition of regulation 43, of the following new regulation—

Regulation 19 of the principal regulations is amended in graph (1) by—

(a) the deletion of sub-paragraph (d) and the substitution therefor

of the following-

"(d) the external walls surrounding the playground shalt be continued upwards so as to form a continuou parapet wall around the playground of a height of not less than 3 feet 6 inches. Above such parape wall there shall be a continuous chain link or similu metal fence fixed to the inner vertical side, or to the innermost edge of the upper surface, of the parape wall. The total height of the parapet wall and the metal fence shall be not less than 8 feet and the metal fence shall be so installed as to provide ready access to the playground by the Fire Services in emergency."; and

(6) the deletion of sub-paragraph (e).

7. Regulation 41 of the principal regulations is amended by the insertion, after paragraph (2), of the following new paragraph-

“(2A) (2) When in respect of any school the Director is of opinion that an insufficiency of school places exista at such school and a temporary relaxation of the require ments of paragraph (1) or (2) is desirable, he may, after consultation with the Director of Fire Services and subject to sub-paragraph (b), by notice in writing authorize such relaxation to the extent and for such period as may b specified in the notice.

(6) No such relaxation may authorize-

(1) á floor space of less than 4 feet 6 inches in width, extending along the whole breadth of the classroom, for the use of the teacher; or

(i) an area of less than 8 square feet for each pupil calculated after an area of not less than that specified in accordance with sub-paragraph (1) has been deducted.",

B. Regulation 41A of the principal regulations is revoked and and replace replaced by the following-

41A. All classrooms and the blackboards therein shall be adequately illuminated and the blackboards shall be s placed as to cause the least eyestrain to the pupils and shall not have a surface that reflects light.".

43A. (1) Notwithstanding regulation 43. when in respect of any school, other than a boarding school, the Director is of opinion that an insufficiency of school places exists at such school and a temporary relaxation of the requirements in the Appendix relating to such school is desirable, he may, subject to paragraph (2). by notice in writing authorize such relaxation to the extent and for such period as may be specified in the notice,

(3) Any such relaxation shall be subject to there being at least one fitting (e. pan or urinal) of a type approved by the Director for every 25 pupils, or part thereof, and subject to a minimum of two such fittings; and in every school where some or all of the pupils are boys, not less than one-third of the minimum number of fittings required for the use of the boys shall be pans.".
