(A) in lieu of a degree, diploma or certificate as sel out above an approved degree, diploma, or certif- cate of a university or teacher training college or other educational fustitution within the Com- monwealth or, in special cases, other training approved by the Director as being the equivalent; (i) a Hong Kong School Certificate or a Hong Kong Chinese School Certificate, issued by the Hong Kong Education Department; or
(
(ii) possessing, in the opinion of the Director, at least the equivalent educational background and standard.

12. Regulation 68 of the principal regulations is amended by the addition thereto of the following new proviso-
"Provided further that, where a person is not otherwise eligibl to be a permitted teacher under this regulation and the Director considers that such person could nevertheless be usefully employed as a teacher in a limited capacity in a particular school, the Director may issue a permit for such person to be employed to teach in that school and the permit shall limit the subjects and classes to be taught thereunder and may specify the deration of the validity thereof.”.

Explanatory Note.
(This Note is not part of the regulations, but is intended to indicate their general purport),
As detailed provisions conceming the proper standards of bullding and dre safety are laid down in the legislation relevant to those subjects, regulatione 5, 8, 9, 10, 11 and 12 of the principal regulations are revoked by these regula- dom. The new regulation 3 cônutains a general provision to replace the revoked regalations.
2. Many multi-storey buildings now exist in Hong Kong and the Fire Services are equipped to deal with buildings up to 80 feet high and above. Regulation 13 fas replaced accordingly,
3. The bars guarding parapet and window openings required by regula- dọn 14 can also prove a hindrance to rescue operations in the event of fire. The regulation is amended to require that such bars be readily removable.
4. Building legislation prescribes a 9 foot minimum ceiling for living accommodation. The 11 fool minimun for classrooms required by regulation 15(3) was felt to be unreasonable and the new regulation 15(3) provides for a reduction in the minimum requirement.
5. The requirements relating to the fencing of roof-playgrounds in regula- tion 19 have been arcended to provide for a minimuna height of 3 instead of 12 feet and for easy access to such places in the event of fire. The requirement comained in regulation 19(1)e) is deleted as being now superfluous,
6. While it is highly desirable that the standards prescribed in regulation 41 relating to the minimum space in classrooms for teachers and pupils be retained it I felt that the Director should be authorized to relax the requirements where A shortage of places for pupils exists in certain schools. Any such relaxation is to be temporary and only to the extent permitted in the new regulation 41(2A)4).
7. Regulation 41A is replaced as being unrealistic and somewhat meaning- less in the present circumstances prevailing in Hong Kong.

The observations in paragraph 6 above apply likewise to the require- meat contained in regulation 43 concerning latrine accommodation in scticol. The new regulation 43Å provides for relaxation of such regulations to the limited extent specified therein.
9. Regulation 46 is replaced by more specific requirements as to ablutions in schools.
10. The new regulation replacing regulation 67 expands the categories of persons eligible to have their names entered in the register of teachers. Certain graduates of The Chinese University of Hong Kong are now included. Persopa with ten years approved teaching experience and a certain educational back- ground and standard are also included (see new regulation 67(100)
11. Regulation 68 is amended to provide for the employment of certain special categories of persons as permitted teachers in particular schools.
