17. The owner or lessee of any pier, wharf or jetty. whether completed or under construction, shall at all times between sunset and sunrise cause a red light to be exposed within six feet of the outer end thereof and at a height above it of not less than ten feel nor more than twenty feet, and every such light shall be of sufficient power and so constructed as to be visible from seaward in clear weather at a distance of one mile.".

21. Regulation 19 of the principal regulations is revoked and replaced by the following-

"Berthing etc. at public piers.

19. (1) Except with the prior permission of the Director, no vessel shall lie alongside a public pier otherwise than when directly engaged in embarking or landing pas- sengers or the luggage of such passengers.

(2) Except with the prior permission of the Directer. no vessel having a registered length exceeding one hundred and fifteen feet shall go alongside any public pier.".

22. Regulation 20 of the principal regulations is revoked and replaced by the following-

20. Without prejudice to anything contained in the Dangerous Goods (Shipping) Regulations 1964, any vessel conveying, loading or discharging—

(a) explosives shall by day fly the international code flag "B" at the foretruck and shall by night show

a red light at a height of not less than twenty fest above the uppermost deck; and

(b) petroleum having a flash point of less than 150” Fahrenheit shall by day fly a red flag of not less than three feet square with a white circular centre six inches in diameter at the foretruck and shall also fly the international code signal “R.K.O." and shall by night show a red light at a height of not less than twenty feet above the uppermost deck.".

23. The principal regulations are amended by the addition, after Addition of regulation 20, of the following new regulation-

30, Regulation 32 of the principal regulations is amended in Amendment

(6) by the deletion of all words thereafter.
