31. Regulation 34 of the principal regulations is revoked and and replace replaced by the following-
ment of regulation 34. "Offences
and penalties.
Deletion of
First
Appendix.
Deletion and
substitution
of the Second Appendix.
34. (1) In the event of any contravention of or failur to comply with any of the provisions of regulation 3, 4, 5, 7, 7A or 8. paragraph (4), (5), (6), (7) or (8) of regulation 9, paragraph (1) of regulation 10, regulation 11 or 13, para- graph (1) or (2A) of regulation 14, regulation 15, paragraph (1) of regulation 16, regulation 17, 17A, 18, 19, 20, 20A or 21, paragraph (1), (5), (6) or (7) of regulation 23, paragraph (1) of regulation 24, regulation 28, paragraph (1), (2) or (3) of regulation 29 or regulation 30 or 32, or any failure to comply with any order or direction given by the Director pursuant to any of the provisions of any of the aforesaid regulations, the master of the vessel in respect of which such contravention, or failure to comply, occurred shall be guilty of an offence and liable on summary conviction to a fine of one thousand dollars.
(2) Any person who contravenes or fails to comply with any of the provisions of regulation 22, paragraph (2), (3) or (7) of regulation 23, regulation 26 or 27, paragraph (1) of regulation 33, or paragraph (2) of regulation 33A shall be guilty of an offence and liable on summary convic tion to a fine of one thousand dollars.
(3) Any person who is guilty of an offence under paragraph (2) of regulation 33A shall be liable on summary conviction to a fine of one thousand dollars,
(4) If the owner, agent or master of any vessel in respect of which the Director has issued any direction pur suant to the provisions of paragraph (2) of regulation 10 fails to comply with or contravenes such direction, he shall be guilty of an offence and liable on summary conviction to a fine of two thousand dollars.".
32. The principal regulations are amended by the deletion of the First Appendix.
33. The principal regulations are amended by the deletion of the Second Appendix and the substitution therefor of the following-

PRINCIPAL Fairways,
(a) Boundaries of the Southern Fairway.

On the north, from a position with Railway Clock Tower beating DIO* distance 64 cables, a line drawn 285 for 2,850 feet, thence 269* for 4,300 feet, thence 249* for 6,100 feet, to the southern fairway light boy in position latitude 22" 17" 14" north, longitude 114° 07′ 07′′ cast. On the
east from the extreme north east point of the northern boundary line drawn 197 a distance of 1,100 feet. On the west a line drawn 159° from the southern fairway light buoy, in the above position, a distance of 600 feet. On the south from the southernmost point of the eastern boundary a line drawn 287 for a distance of 2,800 feet, thenes 272* for 3,600 feet, thence 256" for 2,500 feet, thence 249* to the point of intersection with the western boundary.
(6) Boundaries of the Central Fairway.
On the north, from a position with Railway Clock Tower bearing 1904° distance 5.9 cables, a line drawn 285" for a distance of $,500 feet, thence 321 for 7,000 feet, thence 345" for 1,800 feet to a position latitude 22* 19 15 north, longitude 114° 07' 36" east, thence along the southern boundary of the western quarantine anchorage to the light buoy marking the south west corner of the anchorage in position latitude 22" 19′ 36′′ north, Congitude 114° 06′ 19′′ east. On the south from a position with Railway Clock Tower bearing 070o distance 64 cables, a line drawn 287" for a distance of 7,000 feel, thence 323* for 7,000 feet, thence 344" for 1,500 feet theace 358 for 3,500 feet to the light buoy in position latitude 22" 19" 17" north, longitude 114° 06′ 49′′ east. On the cast and west, tines adjoining the extremities of the north and south boundaries.
(c) Boundaries of the Hung Hom Fairway.
On the north from a position with Railway Clock Tower bearing 100° distance 5.9 cables a line 184" to the southwest corner of the Ocean Terminal in a position latitude 22° 17′ 44" north, longitude 114° 09′ 44" east, thence 120" to position latitude 22° 17′ 38′′ north, longitude 114° 09′ 55′′ east. thence 090 For 2,250 feet thence 060" for 5,110 feet thence 090" to the light buoy in position latitude 22° 18′ 04′′ north, longitude 114" 12′ 06′′ cast. On the south from the end of the east pier of the Vehicular Ferry to position latitude 22° 17° 13° north, longitudē 114' 09" 19" east, a line drawo 070 for 3,280 feet, thence 088" for 3,100 feet, thence 063" for 5,250 fest. thenoc 089" to the light buoy in position latiode 22° 17′ 30" north, longitude 114° 12′ 05" east. On the west bounded by the eastern limits of the Central and Southern Fairways. On the east bounded by the light buoys marking the eastern extremity.”.
14. The principal regulations are amended in sub-sub-paragraph (1) Amendment of sub-paragraph (a) of paragraph (1) of the Third Appendix by the of Third
Appendix. deletion of the words "Naval Dockyard at Victoria" and the sub- stitution therefor of the following-
“Victoria Naval Basin".
35. The principal regulations are amended in the Fourth Amendment Appendix-
(a) in paragraph (2), by the insertion, after sub-paragraph (ü), of
the following new sub-paragraph-
"(i) Boundaries of the Western Quarantine Anchorage. Straight lines joining the following positions-
(a) latitude 22° 19′ 35′′ north, longitude 114° 07′ 45"
east:
(6) latitude 22° 20′ 13′′ north, longitude 114° 06′ 57′′
cast;
(c) latitude 22° 19′ 36′′ north, longitude [14° 06′ 39′′
