Explanatory Note.

(This Note is not part of the regulations, but is intended to

indicate their general purport.)

The object of these regulations is to amend and supplement the pro- visions of the Merchant Shipping (Control of Ports) Regulations, 1953 by the addition of two new regulations. The Commissioner of Police, in excercise of the power given to him ander section 75(4) of the Merchant Shipping Ordinance, 1963, has authorized certain signals to be used aa police launch signals by publishing them in the Government Gazette (G.N. 430/65). The naval authorities" have requested legislation to control vessels operating in the vicinity of the Naval Dockyard. To give_police launches the sale right to use the authorized signals and to give effect lo the request of the naval authoritics the new regulations have to be made. To ensure that these new regulations are observed it is also necessary to enset that any contravention of these regulations constitutes an offence.

2. Regulation 2 introduces a new regulation TA to prohibit un- authorized vessels using police signala.

1. Regulation 3 introduces a new regulation 174 to regulate the operation of vesscla in the vicinity of Naval Dockyard.

4. Regulation 4 amends regulation 34(1) so as to make contraven. tion of the new regulations an offence punishable under the principal regulations with the maximum penalty of a line of one thousand dollars.

JUVENILE OFFENDERS ORDINANCE, (Chapter 226).

PLACES OF DETENTION (JUVENILE Offenders) APPOINTMENT, 1955-

In exercise of the powers conferred by section 19 of the Juvenile Offenders Ordinance, the Commissioner of Police has made the following Appointment→→→

1. This Appointment may be cited as the Places of Detention Cltation. (Juvenile Offenders) Appointment, 1955.

The Commissioner of Police has appointed with effect Appoint from the 18th day of May, 1955, the following places as places ment of of detention for the purposes stated-

(a) the Remand Home situato at Ma Tau Wei Road,

Kowloon, for all the purposes of the Juvenile Offenders (Cap. 226). Ordinance;

(b) all the police stations in the Colony for the purposes of

sections 5, 7, 8 and 9 of the aforesaid Ordinance.
