way interferes with such bait or trap, knowing the same to have been so placed by the Urban Services Department, or knowingly permits or induces any unauthorized person or domestic animal or bird so to do shall be guilty of an offence.
(3) (4) The Council may direct that no person other than a member of the Urban Services Department or other person authorized in writing by the Director of Urban Services shall touch, remove or in any way interfere with any rodent which has been found dead or any trap containing any living or dead rodent.
(b) On such direction being given as aforesaid, any person who knowingly acts in contravention of such direction shall be guilty of an offence.
(4) For the purposes of this by-law, when notice of any direction given under this by-law has been given to the owner of the promises in respect of which such direction was given, and a copy of such notice in English and Chinese has been posted up in a conspicuous position on such premises, and a period of forty-eight hours has elapsed since such notice was both given and posted up as aforesaid-
(a) in the case of a direction given under para- graph (1X2), notice in writing thereof shall, unless the contrary is proved, be deemed to have been given to the occupiers concerned; and
(b) in the case of a direction given under para- graph (3)(a), any person who acts in contravention of such direction shall, unless the contrary is proved, be deemed to have knowledge thereof.
(5) Any person who commits an offence against the provisions of this by-law shall be liable to a fine of five hundred dollars.
(6) In this by-law-
**destructive action" means systematic baiting, laying of poison baits or trapping and the doing of all or two or more of such things simultaneously,

(7) Any member of the Urban Services Depart- ment authorized in writing by the Director of Urban Services may enter any premises for the purposes of this by-law together with such other members under his control as he may deem necessary.";
(b) after by-law r of the following new by-law-
"Citation.
1955.
12. These by-laws may be cited as the Domestic Cleanliness and Prevention of Discase By-laws."

Explanatory Nole,
The amendment provides powera for destructive action to be taken for the extermination of rodents in any premises in which auch action is considered necessary. In order to avoid failure of the action to be taken and to protect the public, the aunendruent also prohibita interference with baits or traps and, when necessary, the handling of live or dead rodents by unauthorized persons.
