(d) are provided with ablution facilities. Such facilities shall include clean towels, soap, and basins of impervious construction, with water from the public mains connected thereto and fitted with wastepipes which discharge in the open air over or into a gully trap; (e) are provided with scullery accommodation comprising sinks of impervious construction, with water from the public mains connected thereto and fitted with wastepipes which dis- charge in the open air over or into a gully trap. Each sink shall be provided with a drip board or tray draining into the sink. The scullery accommodation shall be so situated as to obviate the need to pass through a yard or other open space in order to gain access to the main premises;
() are provided with an ample supply of potable water which, except with the special permis- sion of the Council, shall be laid on from the public mains; and
(4) are provided with tanks for the storage of
potable water and installed in accordance with a permit obtained from the Water Authority. The tanks so provided shall be protected against dust and mosquitoes."
The principal by-laws are amended by the addition after new, by-law by-law 5 of Part IV of the following new by-law-
6A in Part IV.

5A. In any case where the Council is satisfied that the requirements of public health will not be prejudiced thereby, the Council may before granting a licence waive, modify or vary any of the provisions of by-law 5, subject to such special conditions as the Council may deem fit to impose."

Explanatory Note.
(This note is not part of the by-laws, but is intended to indicats their general purport).
The main purpose of by-law 9 is to require the provision of (a) latrine accomandation in all cafes licensed after 28th February, 1956, and (b) water storage tanks in all cafes. The opportunity has also been taken to amend paragraphs (6), (d) and (e) of by-law 5 of the Cafes By-laws so as to make the wording therein more specific.
2. By-law 3 empowers the Council to wesive, modify or vary any of the provisions of bylaw 5 of the Cafes By-laws.
