5. Regulation 17 of the principal regulations is hereby replaced as follows-

"Right to

17. (1) A volunteer may quit the Special Con- stabulary by giving to the Commissioner one month's notice in writing of his intention so to do.

The principal regulations are hereby amended by the addition of the following new regulations after regulation 19 as regulations 20, 21, 22 and 23–

20. Any member who feels that he has a just cause for complaint in any matter relative to the Special Constabulary may present his complaint to the Com- missioner with a right of appeal to the Governor whose decision shall be final.

21. No person shall wilfully obstruct any part of the Special Constabulary or any member in the per formance of

Explanatory Note.

By virtue of the Compulsory Service Ordinance, 1951, persons subject to compulsory service thereunder may be directed to enro| compulsorily in the Ruyal Hong Kong Defence Force, the Special Constabulary or the Essential Services Corps. The legislation relating to he Royal Hong Kong Defence Force and the Essential Services Corps has been suitably amended to provide for the enrolment instruction an training of such persons and the payment to them in respect of such

These regulations amend the principal regalatinas to make similar provision in respect of the Special Constabulary. In addition now regula- tions have been added to the principal, regulations enabling members of the Special Constabulary to make complaints and making it an offence to betruet any part of the Special Constabulary or any of ils members in the execution of their duty.
