**volunteer" means a member of the Special Constabulary other than a person upon whom a liability to enrol therein has been imposed under the provisions of the Compulsory Service Ordin. ance, 1951.

3. Regulation 9 of the principal regulations is hereby replaced as follows-

"Require ments for efficiency.

9. (1) Subject to the provisions of paragraphis (2) and (3) every member who falls without reasonable excuse to complete the requirements of efficiency in any year shall be liable to a fine of one thousand dollars.

(2) No member shall be liable to prosecution under paragraph (1) in respect of the year during which he attains the age of 60 years if he proposes to resign from the Special Constabulary in accordance with the provisions of regulation 17.

(3) If any volunteer other than a person referred to in paragraph (2) quits the Special Constabulary without completing the requirements of efficiency in any year, he shall be liable to a fine not exceeding $100: Provided that the Commissioner may exempt from liability any volunteer who, in his opinion, quitted the Special Constabulary for a reasonable and bona fide cause and used reasonable diligence in his training until he quitted the Special Constabulary.

(4) The requirements for efficiency in any year shail be-

(a) the diligent performance by the member, to the satisfaction of the Commissioner, of such number of instruction periods of not less than 5 and not exceeding 60 as the Commissioner may direct:

(6) attendance, if the Commissioner so requires,

for not more than 14 days training a (c) such training and instruction alternative to that laid down in paragraphs (a) and (b) as the Commissioner may direct: Provided that the Total period of training or instruction so ordered shall not exceed in the aggregate the maximum amounts laid down in chose paragraphs.

(5) For the purpose of this regulation and regula- tion 11, the year shall be deemed to start on the 1st day of October.

(6) For the purpose of paragraph 4(c) one day's training shall be deemed to be the equivalent of a period of 6 hours' instruction."

(3) A member when în training shall be entitled receive pay and allowances at the same rates as he would be eligible to receive when called out for active service.

(4) A member when under instruction shall be entitled to receive an instruction allowance in respect of such periods of instruction in accordance with the rates shown in the following table-

(5) Any member who fulfils the requirements for elliciency in any one year and performs 70 instruction periods during the course of the year shall be entitled to receive a bounty of $50; Provided that if he shall perform go in- struction periods during the course of the year the bounty shall be $zoo.""
