7. Except with the prior permission of the Commissioner Restriction

It shall be lawful for the Commissioner of Police in his discretion to grant to any person a licence to keep a printing press at any specified place or to exempt any person in respect of such printing press as may be specified in such exemption from the provisions of subsections (1) and (2) of section 8 of the Ordinance.

Any licences under these regulations may be in Form No. or Form No. 2 in the Schedule to these regulations with such variations as to the Commissioner of Police may deem fit.

The fee for a licence to keep printing presses with a view to sale or hire (in these regulations referred to as a Class licence and which is in Form No. r in the Schedule) shall be $100 for a year or part of a year. The fee for any other licence granted under section 8 of the Ordinance (in these regulations

referred to as a Class 11 licence and which is in Form No. 2 in the Schedule) shall be $40 for a year or part of a year.

In the case of every Class I licence the licensee shall to be kept. keep an up-to-date record of all his dealings and transactions relating to the printing presses, and parts of printing presses kept by him, which record shall include particulars of the names and addresses of all purchasers and hirers, and the places of delivery and intended destination, of every printing press or part of a printing press removed from the place specified in the licence Such record, and the licensee's stock of printing presses and parts of printing presses, shall be produced by the licensee to the Commissioner of Police, or to any police officer deputed by him in that behalf, on demand.

6. Except with the prior permission of the Commissioner of Police, no printing press or part of a printing press in respect of which a Class I licence has been issued shall be removed from the place specified in the licence unless such removal is in respect of a bona fide sale or hiring, fully recorded in accordance with regulation 5.
