culars as the proprietor, printer, publisher and editor respectively, he may cancel the registration of the said newspaper.
18. Any person aggrieved by any decision of the Registra under regulations 13, 14, and 17 hereof may appeal from suc decision to the Governor in Council who may rescind, amen or vary such decision. The right of appeal hereby afforded sha not be exercisable by any person after the expiration of seve days from the notification to him in writing of the Registrar decision.
19. The Governor may under the hand of the Colonial | Secretary exempt any newspaper from all or any of the pro visions of these regulations.
20. Bulletins issued by a news agency which has satisfie the Registrar that such bulletins are distributed in the Colon only to local newspapers registered under these regulations shally while the distribution remains so restricted not be deemed be a newspaper for the purpose of these regulations and sha be exempted therefrom. The Registrar shall declare in writin under his hand whether or not he has been satisfied as aforesaid
21. Any person who contravenes regulations 2, 8, 1400 15 or 16 shall be guilty of an offence and shall be liable of Summary conviction to a fine of one thousand dollars and to imprisonment for a term of six months provided that a con travention of regulation 16 shall be punishable only by suc fine.
