The principal Ordinance is hereby amended by the Addition of addition of the following section as section 13A after section 13 section 134 thereof

"Decision of Governor in Conancil in Matter Of doubt.

13A. In the event of doubt as to whether a persou upon the commencement of this Ordinance or from time to time thereafter is carrying on banking business the matter shall be submitted to the Governor in Council for his determination and the decision of the Governor in Council shall be final and conclusive for all purposes of this Ordinance.”*
