18. Any person committing a breach of any of the above Rules shall be liable on conviction to a penalty of 100 rupees fine, or imprisonment of either kind not exceeding one month or to both. Any penalty imposed for a breach of these Rules shall be in addition to, and not in substitution for, any other penalty to which an offender shall have rendered himself liable. Provided that no person shall be punished twice for the same offence.

I HAVE the honour to bring to your notice that on the 20th June last, Dr. T. Zammit was relieved of his duties as Government Analytical Chemist, in order that he might devote the whole of his time to the work of the Mediterranean Fever Com- mission, and since that date his duties have been performed by Dr. Caruana Scicluna, Medical Officer of Health, in addition to his own duties.
2. In 1902, when a similar arrangement was made for three months, an allow- ance of £10 per mensem was paid to Dr. Caruana Scicluna for the extra work thrown upon him, and I propose to give him the same remuneration from the 20th June, 1904, till Dr. Zammit resumes his duties, but I submit that this extra remuneration should form part of the expenses of the Mediterranean Fever Commission, and that the expenditure should be shared by the Admiralty and the War Department.
3. I shall esteem it a favour if the Chairman of the Commission can state when Dr. Zammit is likely to be able to resume his duties.

Burlington House, London, W., April 13, 1905. As the result of the recent investigations of the Commission on Mediterranean Fever it has been found that the system of notification of cases of this fever at Malta is so defective that it appears to be impossible at present to obtain the necessary data for the adequate study of the epidemiology of the disease. Dr. Johnstone, who was specially charged with this branch of the enquiry, has sent in a report (of which copies will be forwarded to the Colonial Office in a few days), pointing out the urgent necessity of reform in this matter. The Royal Society desires me to bring the subject to your notice in the hope that you may be willing to press it upon the Maltese authorities. To remedy the present unsatisfactory state of things, it is
