Suggests conditions in reply to No. 66 under which the British vessels should be allowed to take in coal at Durban; points out some apparent misconception in Sir H. McCallum's views as to the attitude of His Majesty's Government on the question of coal as contraband. Transmits despatch from His Majesty's Ambassador at St. Petersburgh en- closing an article from the Novoe Vremya" alleging that Labuan was serving as a base for Japanese war- ships, and that telegraphic communi- cation with the island was interrupted iu order to prevent publication of news of the movements of the Japanese fleet, and suggesting that the British Go- vernment should be asked to forbid the transmission of telegrams relating to the movements of the Russian teet

Directs that the ships referred to in No. 64 should be allowed to have sufficient coal to take them to Falmouth, if he is satisfied they are going there and have not sufficient.

Confirms No. 87, relative to the rules to be observed with regard to Volunteer craisers accompanying the Russian fleet.

Records telegraphic correspondence re- specting action to be taken with regard to colliers attending the Russian Baltic fleet.

has described how he coaled the Russian squadron at Gaboon, &c.; and reports that colliers mentioned in No. 58 are still lying in Durban Roads, evidently awaiting instructions from the Russian Admiral.
