Transmits copy of letter from the Eastern Extension Telegraph Company denying the allegation of the "Novon Vremya" as to cable interruption at Labuan; the Governor of Labuan will be asked to make a report on the subject.

Transmits copy of No. 87, and enquires what instructions should be sent to the Governors of the Cape or Natal respecting the "Dacia."

Repeats telegraphic correspondence with the Governor of the Straits Settle- ments respecting the despatch of a man-of-war to Labuan to maintain neutrality; if it is necessary to send a force suggests that the British North Borneo Company should be consulted.

Transmite, in reply to No. 84. paraphrase of a telegram to Consul Caineron at Port Said instructing him to furnish in- formation concerning colliers direct to the Governors of Ceylon and Natal, and states that the Colonial Office will be informed of any suspicious sailings from the United Kingdom.
