temporary absence from his duties as Medical Inspector in your Department, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform the Local Government Board that they sanction the employment, during the absence of Dr. Johnstone, of a Temporary Medical Inspector with pay at £500 per annum; provided that such absence does not extend beyond three months, and pro- vided that the consequent expense and the proper subsistence allowance for Dr. R. W. Johnstone are paid out of the funds to be provided jointly by the three contribu- tories to the expenses of the inquiry.
I am to add that my Lords will not be able to sanction a subsistence allowance of more than 21s. a night for Dr. Johnstone, the rate of 30s. a night being only per- mitted in the great foreign capitals.

I AM directed by the President of the Local Government Board to acknowledge the receipt of your letter of the 17th instant, with respect to the proposal to allow Dr. R. W. Johnstone, one of their Medical Inspectors, to be associated with an inves- tigation now proceeding into the circumstances of Malta fever, and to provide for a substitute during his absence.

The President observes that their Lordships have limited the subsistence allow- ance to Dr. Johnstone to 21s. a night in place of 30s.
He recognises that there may be cases in which an allowance of 30s, is not called for, but he would point out that the present case is not one of them.
Dr. Johnstone has already had to incur considerable expenditure in procuring an outfit suitable for the tropical climate of Malta at this season of the year; he is pro- ceeding as a representative of the Royal Society on an important mission not devoid of risk to health, and it is not improbable that he will be put to certain expenses beyond the actual cost of his own subsistence. In addition it is to be remembered that he receives no honorarium for these special services, which form no part of his ordinary duty.

I AM directed by Mr. Secretary Lyttelton to acknowledge the receipt of your letter of the 17th of June* relating to the investigation of Mediterranean fever, and to express, on behalf of the War Office, the Admiralty, and the Colonial Government, his appreciation of the action of the Royal Society in agreeing that the expenses of the scientific equipment required for the research shall be defrayed out of the Reserve Fund of its Government Grant to an amount not exceeding £200.
2. I am to enclose the accompanying copy of further correspondence† relating to the inquiry.
3. With regard to the purchase of scientific equipment in this country for the Commission, Mr. Lyttelton presumes that it will be most convenient that all requisi- tions should be dealt with entirely by the Royal Society, and he has accordingly taken no steps to comply with the requisitions enclosed in Sir Mansfield Clarke's despatob of the 6th of June, and has given instructions that all future applications for the supply of instruments, materials, &c., are to be sent direct to the Royal Society after they have been approved by Colonel Bruce.
4. With regard to the last paragraph of the Admiralty letter of the 17th of June,§ Mr. Lyttelton proposes to inform the Lords Commissioners of the Admiralty that the number of investigators will be five, namely, Lieutenant-Colonel Bruce, Major Horrocks, Staff Surgeon Shaw, Dr. Zammit and Dr. Johnstone, that the cost of the investigation will depend upon the progress made, but that, leaving out of the question the salary of Staff Surgeon Shaw, the additional expense which will be thrown upon Naval Votes in connexion with the investigations to be carried out during the present year, will probably not exceed £300.

Johnstone, who is proceeding to Malta in order to take part in the investigation into Malta fever, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform the Local Government Board that, in view of the circumstances now repre- sented, and on the understanding that Dr. Johnstone will receive no honorarium for these special services, my Lords sanction his being granted, as an exceptional case, a subsistence allowance of 30s. a night instead of 21s.

You will observe that the Royal Society has been good enough to undertake the cost of the scientific equipment of the investigation up to an amount not exceeding £200, and all future applications for the supply of instruments, materials or other scientific equipment, should be sent direct to the Royal Society after they have been approved by Colonel Bruce.
