REPORTS of Select Committee of the House of Assembly.

The Select Committee to whom was referred His Excellency the Governor's Message No. 12, transmitting a circular despatch (with enclosures relating to the subject matter contained therein) and having reference to the contribution by this Colony to the fund which it is proposed to form for the purpose of meeting the necessary expenses in connection with the investigation of malaria and the training of medical officers in the treatment and prevention of tropical diseases, beg leave to report:

That they regard the objects for which contributions are asked as worthy of support, and would recommend, in the event of the formation of the proposed fund, that a sum of £50 a year, for five years, be contributed by this Colony, and beg to hand in a Bill accordingly.

We do not agree with the foregoing report. as in our opinion the proposed contribution to the fund for "the investigation of malaria and training of medical officers" would be of no practical benefit to our people, and we therefore do not feel justified in recommending any such expenditure of public maney for such purposes, and we are further of opinion that when once a grant of this nature is made it becomes a permanent charge on the revenue of the Colony, as it is most difficult to withdraw from a contribution for the support of such an object when once entered upon.

A BILL to authorise a contribution on behalf of the Colony to an Imperial Fund for the investigation of Tropical Diseases.

Be it enacted, &c.

1. This Act may be cited as The Tropical Diseases Imperial Fund Contribu- tion Act, 1904.

2. In the event of an Imperial Fund being established by the Secretary of State for the Colonies within two years of the passing of this Act for the investigation of Tropical Diseases it shall be lawful for the Governor in Council by warrant in the usual manner to pay into such fund out of the Public Treasury the sum of £50 for five successive years as a contribution on behalf of the Colony.

I HAVE laid before the Lords Commissioners of His Majesty's Treasury Mr. Cox's letter (21517/1904) of the 21st instant,* with its enclosures, relative to the expenditure on the Malta fever investigation, which is being undertaken under the auspices of the Royal Society at the request of the Imperial and Colonial

Governments.

The local investigations will be conducted by a Joint Commission of Navy, Army and Colonial officers, whose salaries and allowances will be borne by their respective Departments, while the Royal Society has consented to defray the expenses of scien- tific equipment (such as instruments and materials) to an amount not exceeding £200. It is proposed that the net expense of the investigation, after allowing for the fore- going charges, should be divided equally between the Admiralty, and War Office, and the Colonial Government of Malta.

My Lords request me in reply to state, for the information of Mr. Secretary Lyttelton, that they approve of these arrangements, as proposed. They also agree that the financial control of the expenditure should be vested in the Colonial Office, who will intimate to the Admiralty and War Office the contributions payable by those Departments on a certified account of total expenditure without the production of vouchers. Their Lordships request that you will be so good as to communicate with the two Departments accordingly.

With reference to paragraph 2 of the letter under reply, I am to transmit, for the information of the Secretary of State, a copy of a letter of the 16th instant from the Royal Society and of the Treasury reply of the 21st instant; and with reference to paragraph 3, I am to transmit copies of letters of the 9th and 18th instant from the Local Government Board, and of the Treasury replies thereto of the 17th and 23rd instant.

I AM directed by the Lords Commissioners of His Majesty's Treasury to acknow- ledge the receipt of Sir Archibald Geikie's letter of the 16th instant, relative to the Malta fever investigation, and to express in reply their appreciation of the action of yourself and Council in undertaking not only to conduct the investigation, but also to defray (from the Reserve Fund of the Government Grant for Scientific Investiga tions) the expenses of its scientific equipment to an amount not exceeding £200. My Lords attach great importance in principle to this recognition by the Royal Society of the importance of the enquiry; and they desire me to return their best thanks for the readiness with which the Society has met their wishes.

I AM directed by the Local Government Board to enclose, for the information of the Lords Commissioners of His Majesty's Treasury, a copy of a letter which they have received from the Royal Society, and of the Board's reply thereto, relative to a proposal that one of their Medical Inspectors should undertake certain epidemiological work in connection with an investigation into Malta fever.

The Board will be glad to receive their Lordships' authority to employ a substi- tute for three months during the absence of Dr. Johnstone, the Medical Inspector selected by the Board for the purpose.
