special reference to the question of preparing and publishing an elementary manual of hygiene suitable to local conditions, but as it was the intention of the Legislative Council that a portion of the vote should be available, if not otherwise required, as a contribution from Jamaica towards the general promotion of malaria investigation, I will intimate to you at a later date whether any part of the vote is likely to be available for that purpose

I AM directed by the President and Council of the Royal Society to inform you that they have formed a Committee for the purpose of investigating the Malta Fever, and that they have approved of the nomination of Colonel Bruce to represent the War Office, of Staff Surgeon Ernest A. Shaw, M.B., of H.M.S. "Vulcan represent the Navy and of Dr. Zammit to represent the Colonial Office. It is under- stood that the enquiry will be commenced without delay.

The President and Council would be glad if the Colonial Office could secure for the Committee the services of Major Horrocks, R.A.M.C., who has already shown his competence for this kind of research. It is understood that the Governor of Gibraltar, where he is at present stationed, is willing that he be employed as here proposed.
I am directed to express the hope that where a scientific officer of the Royal Army Medical Corps is removed from his station at the request of the Royal Society to conduct researches of this dangerous nature, he may be granted increased sub- sistence allowance during the period of the enquiry. It is understood that these and all other financial matters will be settled by agreement between the three Govern- 1ent Offices which have moved for this investigation.

SIR,
I HAVE the honour to inform you that it has been decided to appoint a small
Downing Street, May 28, 1904. Commission, consisting of representatives of the War Office, the Admiralty, and the Government of Malta to investigate the question of Mediterranean Fever. The Royal Society has agreed to appoint an advisory Board in this country to supervise the investigations; but the operations of the Commission will be mainly, or entirely, carried on at Malta.
2. The Army Council have nominated Major W. H. Horrocks, Royal Army Medical Corps, as Army representative on the Commission. They are willing to defray from Army Funds the personal expenses of their representative on the Com- mission, together with a share of the general expenses.
3. As Major Horrocks is Officer of Health under the Sanitary Commissioners I have to request that you will cause that body to be approached with a view to his being granted leave of absence for the period during which he may be serving on the Commission. I hope that, as the investigation will be of some importance to the health of Gibraltar, the Sanitary Commissioners will feel able to allow him full pay during his temporary absence.

2. The Council will see from the despatch that Major Horrocks is employed by the Sanitary Commissioners, not by the Government of Gibraltar.

WITH reference to your despatch, Lagos, No. 29, of the 5th February, on the subject of the investigation of malaria and the training of medical officers in the treatment and prevention of tropical diseases, I have the honour to inform you that the Legislative Council unanimously agreed to an annual contribution of £150 for a term of five years, and this sum appears in the Estimates of the Colony, 1904-5, under the Head of Medical Department "Other Charges," item 25.
