States regulations as to the production of a "Certificate of Origin" of sugar imported into the United Kingdom after August 31st; requests that pub- licity be given thereto and necessary action taken.

States that the regulations conveyed in No. 3 have been communicated to the local Chamber of Commerce and to the sugar dealers and manufacturers,

States that the Colonial Secretary of Hong Kong is the "Fiscal Authority for the purposes of the Regulations referred to in the Secretary of State's circular despatch of Septeraber 3.

Enquires from what countries raw sugar is imported into Hong Kong for re- fining, and to what places refined sugar is exported; remarks as to the duties on sugar imported into French Indo-China and the Dutch Colonies in the East; asks what arrangemente have been made for the isone of certificates of origin.

Reporta a complaint made by Colonial firms of the prohibition of the impor- tation into Indo-China of sugar from Hong Kong, and the action taken thereon.

Btates that the Colony should not ad- here, but must give effect to Articles 5 and 8 of the Convention; adds that the Secretary of State for Foreign Affairs will be requested to make representations to the French Govern- ment.

Transmits copies of Nos. 6, 7 and 8: suggests representations should be made to the French Government in the sense indicated.
