220. In those Colonies the accounts of which are not audited under the superintendence of the Comp- troller and Auditor-General, any case in which the Governor shall consider that the Auditor may be mistaken in any surcharge or alteration, or in any representation relating to the Accounts, and shall over-rule his maintained opinion, the matter should be reported to the Secretary of State.
221. As soon as possible after the close of the financial year and the completion of the examination of the accounts, the Auditor will prepare a Report on the Revenue and Expenditure of the year, dealing particularly with the collection of the Revenue, the state of the arrears, the manner in which the Accounts of the Colony are kept, the sufficiency of existing checks against fraud, the extent of the operations of the Audit Department, and any special questions of audit which has arisen or arise out of the accounts.
