MEMORANDUM AS TO DETAILS OF REVENUE.
1. CUSTOMS.
Under this head should be specified separately the principal import and export duties; the minor ones may be placed together. This head should not include items more properly belonging to head 2, and such items as storage or warehouse rent should be placed under head 4.
2.-PORT, HARBOUR, WHARF, AND LIghthouse Dues.
The more important should be specified separately. Fees for specific services, such as the issue of bills of health, should be placed under head 4.
3.-LICENSES, EXCISE, AND INTERNAL REVENUE NOT OTHERWISE CLASSIFIED.
This head will include such items as the rent of an opium farm; the principal “profession and trading licenses," such as liquor licenses, should be separately specified. The head should also include court fines and forfeitures (not fees), water or other quasi-municipal rates, and road, bridge, or ferry tolls, but not items which can be properly placed under head 4, nor, of course, any which will properly come under heads 5, 6, 7, or 10.
4.-FEES OF COURT OR OFFICE, PAYMENTS FOR SPECIFIC SERVICES, AND REIMBURSEMENTS IN AID.
This head should include such items as storage or warehouse rent and receipts from the sale of water to shipping, &c., but not water rates or other quasi-municipal rates, which will appear under head 3. All fees for specific services should be placed under this head, but not fines. It will also, of course, include hospital stoppages, proceeds of the sale of prisoners' work or of Ordinances, Govern- ment Gazettes, &c., but not proceeds of the sale of old stores, &c., which should appear under head 9.

5.--POST OFFICE AND TELEGRAPHS.
Such items as rent for private post office boxes should appear under this head.
6. GOVERNMENT RAILWAYS.
7. KENTS of GovernmENT PROPERTY.
This head will include both land and house rents, but not such items as the rent of private boxes at the post office, which should appear under head 5; nor storage or warehouse rent, which should appear under head 1; nor fees for land enrveys, registration or transfer, which should appear under hearl 4.
8. INTEREST.
9. MISCELLANEOUS RECEIPTS.
The proceeds of the sale of old stores, &c., should be included under this head, but not the proceeds of the sale of Ordinances, Government Gazettes, &c., which are Reimbursements in aid of services, and should appear under head 4.
10.-LAND SALES.
This head should be strictly confined to the proceeds of the alienation of land or house property and premia on leases. Fees in connexion therewith should appear under head 4.
11.-IMPERIAL GRANTS.
This head should show, in classified form, the estimated amount of any grants from the Imperial Treasury, whether in aid of Revenue for general purposes, or to cover any special class of expenditure, or for Agricultural Departments in certain West Indian Colonies, 'steamer subsidies, &c.
