Subject.

Calling attention to the desirability of removing the restrictions which at present exist with regard to the em- ployment in the Colonies of Imperial officers on half pay and retired pay, and transmitting a memorandum by Lieu- tenant-Colonel D. R. Cameron, R.A., upon the subject.

Transmitting, with observations thereon, a memorandum by the Minister of Defence relative to the employment in the Colonies of Imperial officers on half or retired pay.

Stating that the Governments of Canada 13

and Victoria have called the attention of Her Majesty's Government to the fact that naval officers on the half-pay list and military officers on the retired list are, by the regulations of the Admiralty and War Office, subject to serious pe- cuniary loss if they accept positions in the Colonies, and suggesting the appoint- ment of a Departmental Committee con- sisting of a representative of the Admi- ralty, the War Office, and the Colonial Office, to investigate the whole subject. Reporting the result of their investigations into the subject of the employment in the Colonies of officers of the army and Davy on the retired and half-pay lists respectively,

Transmitting copy of the Report of the Inter-Departmental Committee, and stat- ing that Colonel Stanley is prepared to accept the recommendations of the Com- mittee, and upon learning that the War Office and Admiralty have approved them he will transmit a copy to the Treasury.

Stating that the Lords Commissioners have already had the recommendations of the Committee under their consideration, and have approved their being carried out as regards naval officers.

copy of the Report of an Inter-Depart- mental Committee appointed to investigate the subject of the employment in the Colonies of retired and half-pay military and naval officers, and requesting that the recommendations of the Committee may receive the attention and the favour- able consideration of the Treasury. Requesting to be furnished with fuller 23

information as regards the Treasury regulations respecting the discontinuance of the pensions of retired Imperial officers who may enter the service of a Colonial Government.
