March.

Transmitting the report of the Committee upon the Treasury letter of 4th March, and stating that the Lords Commissioners concur in the recommendations of the Report subject to the qualification indi- cated as to the meaning of the expression "full sea-service."

Stating that Colonies whose estimates and accounts are not subject to Imperial audit will not be held to be in receipt of an Imperial contribution under the terms of Treasury minute of 25th Sep- tember last, and the proposed regulations may be extended to civilian pensioners.

to ask Parliament to put Exchequer- aided Colonies on the sume footing ns self-dependent Colonies with respect to the employment of Imperial officers on the half-pay, retired, or pension lists. subject to certain conditions.

Accepting the Treasury proposal to place 35

State-uided Colonies upon the same

footing as the self-dependent Colonies with respect to the employment of Im- perial officers.

Expressing the opinion that the Treasury should be consulted by the Colonial Office regarding the salaries of such officers as are employed by any Colony directly or indirectly aided from the Imperial Exche- quer whose estimates are subject to the control of the Secretary of State.

Transmitting copy of a letter to the War! Office conveying the decision of the Treasury on the subject of the employ- ment of Imperial military officers by Colonial Governments.

Suggesting the omission from the agree

ment between the Treasury and the Colonial Office, of the words "indirectly sided," with reference to Colonies receiving a certain amount of assistance from Imperial funds.

Tmusmitting copy of a letter from the Treasury, and observing that in view of the concessions contained therein, no further question appears to exist, and that steps will accordingly be taken to procure the necessary Order in Council as regards naval and marine officers.

Stating that it is desired that the Treasury 3

may be consulted whenever an officer is employed in an "Exchequer-aided Colony," but that a Colony which is only indirectly aided by the Exchequer need not be held to belong to that category. Expressing satisfaction at the intimation 38

conveyed in Treasury letter of 13th December.

Inquiring whether Treasury will 'cause the necessary legislation to be prepared to give effect to the arrangements made.

Asking when it may be expected that the amended Article 991 of the Army Pay Worrant will be issued.

Transmitting copy of Admiralty letter of 3rd December, showing the arrangements which have been adopted in order to meet the views of the Colonial Govern-

ments.

Stating that a letter submitting for financial approval the revised Articles 990 and 991 of the Royal Warrant of 10th June 1884 was addressed to the Treasury on the 2nd February.
