The Director of Transports also undertook to inform the Committee of the exact position of the various ships at Alexandria, and of the form of agreement under which the officers and crew sent out by the Committee and taken over by the Admiralty are being employed. The Secretary was to inform the Director of Transports of all cases in which officers and crews had been sent to Alexandria.

5 Steamships "Marina" and "Diana."-The Secretary was instructed to suggest to the Admiralty Marshal that these ships should be valued by Messrs. Kellock & Company for the purpose of insurance.

6. 8.0. "Carl." The draft agreement* submitted by Waltons & Company was approved, and the Secretary was instructed to ask the Marshal to have inventories made of the "Carl," "Schwarzenbek," Chile," and "R. C. Rickmers." He was also to consult the Marshal about the value to be placed on these ships for insurance.

7. Steamships “Quarta" and "Rajaburi.”—The Secretary was instructed to ascertain the reason why the Board of Trade did not recommend that the charterer should be allowed to sub-charter to Messrs. Horn & Company. It was decided that the Committee could not allow either of the vessels to trade to Rotterdam.

8. Steamships “Gibraltar," Frisia," and "Syra."-Having regard to the questions raised by the Director of Transports it was decided that these ships must wait until those questions were decided.

9. s.s. "Birkenfels."-It was decided that the Federal Steam Navigation Company might load this ship home with wool from Australia.

10. 8.8. "Kawak."-The Chairman informed the Committee that the "Kawak" was required to take cargo to the Persian Gulf for the Anglo-Persian Oil Company and that the freight would be 358. weight or measurement.

The homeward freight would be arranged by the Committee.

11. Alexandria Steamers.-A letter from Grahams & Company was read, explaining that it had not been possible to complete the insurance policies on the Gutenfels," "Barenfels," Lauterfels," and Werdenfels," and enclosing a certi- ficate that the insurance on the "Gutenfels" and "Barenfels " in accordance with Clause 7 of the Agreements had actually been effected, and that the underwriter's slips were in Grahams & Company's possession. The Committee recommended that a telegram should be sent to Egypt stating that the Admiralty requirements in regard to the insurance of the Gutenfels and "Barenfels" had been complied with, and Messrs. Grahams informed when the telegram had gone.

A letter from Grahams with regard to the estimated expenses of bringing home the "Lauterfels " and "Werdenfels was also read. It appeared from this letter that the expenses of bringing home the vessels were likely to exceed the amount of unpaid freight. The Committee did not see their way to contest these estimates.

12. 8.8. "Gracia."-Mr. Holt informed the Committee that the "Græcia was loading for Baltimore with ferro-manganese to be used on a Government con- tract for the supply of shells. She was to bring back metal also for the use of the Government.

13. 8.5. Adolphus." Mr. Holt informed the Committee that this ship had been fixed by Messrs. Tyzack and Branfoot to take chalk to Rosyth and bring back coal. It was suggested that she might bring Scotch coal from Grangemouth.

14. Large Sailing Ships.-The draft Agreement with John Stewart & Com- pany for the management of the "Schwarzenbek" was approved. Mr. Evans undertook that arrangements should be made for the requisitioning and registra- tion of this ship, and also of the "Carl," "Chile," and "R. C. Rickmers," if this had not already been done. The names of the "Schwarzenbek" and "R. C. Rickmers" should be changed to the "Llandaff" and "Neath."

THE FORTY-FIRST MEETING of the Committee was held at the Colonial Office on Monday, 12th April, 1915, at 3.15 p.m.

The following members were present:--

1. The minutes of the previous meeting were confirmed subject to two altera- tions in paragraph 4.

2. The draft of a Bill to amend the enactments relating to Prize Courts was laid before the Committee. It was suggested that a clause might be added to section 3 of the draft authorizing the payment to officers of Prize Courts of a gratuity in lieu of a salary, and Mr. Tennyson was asked to discuss this with the Procurator-General.

3. Requisitioned Ships.-A letter from the War Office was read stating that the Army Council did not propose to take any action in regard to the payment of expenses in connexion with requisitioned ships pending the decision of His Majesty's Government as to a prize ships fund and detained ships fund.

4. Alexandria Ships.—(a) s.s. “Altair.”—Mr. Wakely informed the Committee that he understood that Mr. Glanvill wanted to make arrangements to ship a cargo of wheat from Bombay or other Indian ports. Mr. Holt undertook to see Mr. Glan- vill and find out exactly what his proposals were. The Committee understood that Mr. Glanvil was prepared to give early loading, and they thought that the "Altair" might be suitable for the cargo suggested.

(b) 3.8. "Emil."-The Committee thought it would be better to wait until the end of the week before making any definite arrangements in regard to this ship.

5. 8.8. Kawak." Mr. E. O'Neill (of Messrs. Frank C. Strick and Company, Limited) was interviewed by the Committee in regard to the proposals of his firm for the charter of this ship. The Chairman informed him that the Committee would allow the Company to have the ship for a voyage to the Persian Gulf at 25s. a ton nett terms, provided that the Company gave a time for loading.

A dolphus."-Mr. Holt informed the Committee that this ship had been fixed from Grangemouth to Rouen with coal.

As regards the freight to be paid by the Admiralty on the 50 tons of cordage brought by the ship from Gibraltar, the Committee thought that the rate should be that usually charged by Messrs. John Hall and Company, and Mr. Holt undertook to find out what this rate was.

7. 8.8 George R." The Committee agreed that Mr. Holt should make all arrangements with Messrs. C. Henry and Company as to the discharge of the cargo of copper and lead brought from Gibraltar.

8. 8.8. "Kalymnos."-The Committee discussed the delay which had occurred at Gibraltar in loading this ship, as well as the two ships referred to in 6 and 7. They wished it to be recorded that no responsibility attached to them in the matter and they recommended that the Admiralty should ask the Senior Naval Officer at Gibraltar for an explanation of the delay.

9. Steamships "Gibraltar ” and “ Frisia.”-The Committee made no arrange- ments with regard to these ships, as they thought it would be better to wait until a decision had been reached by the Admiralty as to the proposals that prize ships should be taken over by the Transport Department.

10. 8.8. "Gracia."--The Chairman informed the Committee that he still had no definite information as to the cargo which the Director of Contracts wanted to ship from the United States.
