14. Insurance of small Sailing Ships.--The Committee agreed that the reply given by Mr. Tennyson to Colonel Leslie, as to the risks which should be insured against, was in accordance with the general policy of the Committee. This should be confirmed by the Secretary to Colonel Leslie.

15. Steamships "Quarta" and " Rajaburi.”—A letter from Mr. William Roberts's solicitors, stating that their client did not wish to proceed further with the charter of this ship, was considered, but it was thought better to defer any decision in the matter until a reply had been received from the Governors of Hong Kong and the Straits Settlements to the telegrams which had been sent asking them to report whether any expenses had been incurred on docking, etc.

The Committee were not prepared to entertain applications from Speedonia, Limited, and Messrs. Fisher, Alimonda and Company, for the management of sailing ships.

18. Steamships

Thor."-The Governor of the Windward Islands had reported in a despatch that the coal in the bunkers of these ships and some stores had been delivered to the captains who had been sent out by Masers. Farrar, Groves and Company, and had been paid for by them by means of drafts on their employers. The Committee thought that the drafts should not be presented, as these stores would not, according to the usual procedure, be paid for by the managers, but would be included in the Committee's accounts of the ships. The Governor should be asked for an explanation and the drafts held up pending his reply.

19. 8.8.

"Istrin.”—Messrs. Gilbert Samuel and Company had submitted to the Committee alternative proposals, from Andrew Weir and Company and Houlder, Middleton and Company for the navigation of this ship to the United Kingdom. It was agreed that Messrs. Gilbert Samuel and Company should be informed that the Committee were prepared to accept proposals on the lines indicated, but that the

tender which the Company ultimately decided to accept must be submitted to the Committee for approval before formal acceptance.

20. 8.8. Gutenfels."—Mr. Holt informed the Committee that Grahams and Company had originally offered to pay 40s. per ton for the coal on board this ship. Since the date of their offer coal had risen to 608. per ton. The Committee agreed to accept a proposal that Grahams and Company should now pay 508. per ton.

21. Steamships "Tandem," "Hamm,” and “Apolda.”-The Committee agreed that the Federal Steam Navigation Company might be reimbursed for the follow- ing amounts for which they had submitted a claim:-

The Company should be asked to send, for audit purposes, full particulars and vouchers with their final account in respect to so much of the sum of £5,002 0«. éd. as was not fully vouched for in the statement presented to the Committee.

22. Prizes at Zanzibar.-The Committee recommended that the Foreign Office should be consulted officially in regard to a request from the Court at Zanzibar for authority to order the sale of any lighter, dhow, or cargo under £1,000 in value in any case in which costs and charges could be recovered only by such sale. They also recommended that the Resident at Zanzibar should be asked whether he could charter any of the dhows or lighters.

23. 8.8. “Diane.”—The Committes agreed that the hire of the ship should not commance to run until the 1st May. They also agreed, with regard to olanse 10 of the proposed agreement, that, if it was not possible eventually to place the steamer at the disposal of Messrs. Mitchell, Cotts and Company, some payment should be made to that firm in respect of their out-of-pocket expenses in sending out the captain and officers.

24. 8.8. "Fürth."The Committee agreed that an application received from Messrs. T. and J. Harrison asking for further remuneration for the master of the "Furth" during her voyage from Ceylon to the Thames might be referred to the Colonial Government, who had made all the arrangements for the voyage.

"Australia.”—The Committee agreed that the expenses incurred in putting this ship into repair before her delivery to the British India Steam Naviga- They recommended tion Company should be refunded to the local Government. that the Government should be asked for particulars as to the further repairs referred to by the Principal Collector of Customs.

26. Steamships Chow Tai" and Sandakan."-A despatch from the Governor of the Straits Settlements relative to the chartering of these two ships to the Straits Steamship Company was laid before the Committee.

THE FORTY-Second Meeting of the Committee was held at the Colonial Office on Thursday, April the 15th, 1915, at 3.15 p.m.

"Gibraltar."—The Committee agreed that, in view of the special pre- cautions required while the ship was in harbour in the United States, the captain should be given a gratuity of £25.

The Committee instructed the Secretary to write to the Admiralty, stating that this ship was now in the United Kingdom and discharging her cargo, and asking if that Department wished to take her over when discharged. If so the
