No. 7.

TRANSVAAL.

ADMINISTRATOR LORD KITCHENER to MR. CHAMBERLAIN.

(Received August 12, 1901.)

(No. 157.)

SIR,

you

Pretoria, July 19, 1901. In reply to your circular despatch of the 1st of June, respecting the transaction of commercial business entrusted to the Crown Agents, I have the honour to inform that I have not yet had sufficient experience to enable me to form an opinion on the subject, but that I will recur to the matter at a later date if necessary.

10

Enclosure in No. 6.

SURVEYOR-GENERAL to ACTING COLONIAL SECRETARY.

In reply to your enquiry as to whether this Department could show that any loss had ever been sustained through negligence on the part of the Crown Agents in attend- ing to requisitions for supplies for the Department, I have the honour to state that I

now of no such case.

Our requisitions have always been attended to with care, and the materials satis- Factory, but I feel that, as this subject has been opened, I should point out that in ome cases serious inconvenience is caused by the length of time which elapses between the date of the requisition and the supply of the articles required.

I attach hereto a selected list showing cases in which, I think, a needless length of time elapsed between the date of the requisition and the supply of the goods.

It is, however, only fair to state that in many cases our requisitions are attended to with promptitude.

W. MILLER, C.E.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 1st of June last requesting me to inform, you whether I am entirely satisfied with the relations between the Crown Agents and this Colony, and, if not, to furnish particulars of cases occurring within the last three years in which, after due investigation, there is reason to believe that the commercial interests of this Colony have not been ade- quately protected by the Crown Agents.

2. I am entirely satisfied with the existing relations, and I am assured by the Acting Colonial Secretary and the Auditor-General, who have an intimate knowledge extending over many years of the transactions between the Crown Agents and this Colony, that the Colony has been and is well served by the Crown Agents.

3. No case has occurred within the last three years in which there is reason to believe that the commercial interests of this Colony have not been adequately pro- tected by the Crown Agents.

I have, &c.,
