Government House, Mauritius, July 23, 1901. I HAVE the honour to acknowledge the receipt of your circular despatch of the 1st June last, and to inform you, in reply, that I am entirely satisfied with the relations between the Crown Agents and this Colony.
2. There has been, it is true, some delay lately in the delivery of Railway and other material, but this I assume to be due not to any fault of the Crown Agents, but to delay on the part of the contractors in complying with the Indents drawn on them, owing to causes with which you are perfectly familiar, and partly no doubt to the disorganization of the Cape cargo service, owing to the War.

I HAVE the honour to acknowledge the receipt of the Secretary of State's Circu- lar Despatch of the 1st ultimo, on the subject of the relations between the Crown Agents and this Government.
In reply to my enquiries the Controller of Stores states:-" I am entirely satisfied with the manner in which our business has been transacted by the Crown Agents for the last nine years."

I HAVE the honour to acknowledge the receipt of your circular despatch of the 1st June last, relative to complaints of mistakes or neglect on the part of the Crown Agents in the transaction of commercial business entrusted to them.
2. I find that so far as this Colony is concerned, there has been no cause for serious complaint. Any delays or mistakes which occur, and which have as a rule been satis- factorily accounted for by the Crown Agents, are the ordinary delays and mistakes which must occur in the best managed business; but perhaps the Crown Agents are apt to be over-sensitive when these are brought to their notice.

WITH reference to your circular despatch noted in the margin, I have the honour June 1, to forward the despatches I have received from the Administrators of St. Lucia and 1901.
of St. Vincent relative to the conduct of the Commercial Business between those two Islands and the Crown Agents for the Colonies.
2. The answer from Grenada is the same. No specific charge can be brought,
but, generally speaking, orders apparently take a very long time to execute.
3. In small matters this is very noticeable. An order sent to one of the Stores in London is executed by return mail, but when sent to the Crown Agents it takes much longer.

WITH reference to your circular despatch of the 1st June, have the honour to enclose for your information a copy of a despatch from the Acting Resident Com- missioner, Bechuanaland Protectorate, on the subject of the conduct of business by the Crown Agents for the Colonies on behalf of the Government of the Bechuanaland Protectorate.

WITH reference to the Secretary of State's circular despatch of the 1st June,
I have been making enquiries with a view to ascertaining whether there have been any matters connected with the Colony which call for any complaint against the Crown Agents.
2. I cannot find that there has been any specific case within the last three years which would justify a complaint.
3. For some time past there has been considerable delay in the execution of orders, but I understand that Merchants in the Colony make the same complaint against their own Agents, and that the delays are attributed to the pressure on most branches of trade caused by the War in South Africa.
