Downing Street, February 23, 1901. I AM directed by Mr. Secretary, Chamberlain to transmit to you, to be laid before Secretary Lord George Hamilton, copy of a despatch which has been addressed to the Governor-General of Australia, inviting his Government to send a Delegate to confer with IIis Majesty's Government on the questions arising out of the proposal to recast the Supreme Courts of Appeal for the Empire.
3. Similar despatches have been addressed to the Governor-General of Canada, and the Governors of Cape Colony, Natal, Newfoundland, and New Zealand, and to facilitate the desire of His Majesty's Government to obtain legislation on the subject during the present Session of Parliament the substance of the despatch has been sent in advance by telegraph.
3. In view of the importance of the matter to the interests of India, Mr. Chamberlain presumes that Lord George Hamilton will wish that the Government of India should be represented at the Conference, and he will be glad to learn as soon as possible the name of the gentleman selected to attend on their behalf.

REFERRING to your telegram of 14th February,† Commonwealth Ministers desire to be furnished with some outline of the proposals of His Majesty's Government as to suggested strengthening of Colonial representation on the Judicial Committee of Privy Council, in order that they may be the better able to consider what instructions Delegate from the Commonwealth should receive in embodiment of their views of the proposal, unless, indeed, it should be found preferable to leave the matter entirely in the hands of His Majesty's Government without any special representation of the Commonwealth.
