Government House, Singapore, April 19, 1900. I HAVE the honour to report on the collections made in this Colony on account of the Transvaal War Funds (Mansion House Schemes 1 to 4).

2. The Settlement of Penang has subscribed almost $22,250, which has been remitted through Mr. Adamson, C.M.G., to the Mansion House.

The rest of the Colony, with the Federated Malay States, and some subscriptions from abroad (Johore, Borneo, &c.), has formed one fund.

3. This fund was initiated by the enterprise of Mr. Arnot Reid, Editor and Joint Proprietor of the "Straits Times "newspaper, and he had practically collected $75,000 when he handed over the task of making further collections to a representative Com- mittee. The fund has since grown to $138,955, and I have reason to expect that before it is closed it will attain almost $142,000.

The Colony and the fund are greatly indebted to Mr. Reid for his initiative and his exertions, which secured the co-operation of the Federated Malay States sub- scribers. Subscribers in the State of P'erak count for $37,466 in the total; the total for Selangor I do not possess, but subscribers in that State have given very large sums. 4. The Government of the Colony subscribed, with your concurrence, the sum of $50,000, in addition to the foregoing, so that the total contribution from this part of the world will approximate to $214,200.

5. Most of the mercantile firms represented in Singapore had subscribed in London already. Naturally many foreign firms felt precluded from subscribing.

6. The Chinese community subscribed very handsomely indeed. Among the principal subscribers were:-

I HAVE the honour to ask that, immediately upon receipt of this, you will be so good as to pay over to the Right Honourable the Lord Mayor, for account of the Mansion House Fund for the relief of Transvaal War sufferers, the sum of £107 8s. 6d., being an amount raised in this dependency by public subscription and otherwise, and handed to me for transmission.

The amount has been paid into the Treasury here.

I AM directed by Mr. Secretary Chamberlain to state, for the information of His Royal Highness the President of the Royal Patriotic Fund Commission, that the en- closed cheque for £4,108 15s. 5d. has been received from the Bank of Montreal, repre- senting a sum of $20,000 placed by the Government of Newfoundland to the credit of Her Majesty's Government, to be used for such purposes in connection with the war in South Africa, as may be determined by the Secretary of State for the Colonics.

2. Mr. Chamberlain has much pleasure in handing over this sum to Ilis Royal Highness, and he will be obliged if His Royal Highness will arrange that it shall be expended in the same manner as the sums which have been raised by popular subscrip- tion in Newfoundland, as described in the letter from this Department of the 4th ultimo.*

I HAVE the honour to acknowledge the receipt of your telegram of the 11th instant, in which you report that the sum of $20,000 has been placed by your Ministers

to the credit of Her Majesty's Government, to be used for such purposes in connection with the war in South Africa as may be determined by me.

tỏ your Ministers and to the people of the Colony the graterul thanks of Her Majesty's Government for this welcome contribution, and I can only add that from no part of Her Majesty's dominions has there come relatively a more generous response to the patriotic call for help for those who have suffered in the maintenance of the rights and interests of the -Empire.
