Referring to your telegrami of 21st December,† Her Majesty's Government fully appreciate patriotic spirit which prompted offer of Volunteer Artillery Corps, but it is not considered desirable to weaken defensive strength of Colony, and they regret there- forc inability to accept.

Referring to my telegram of 22nd December,† in view of altered circumstances Her Majesty's Government will be glad if your Ministers will send batteries as they pro- posed. They should be complete in every respect with horses, 500 rounds of ainmuni- tion per gun, if possible, and full transport. Her Majesty's Government would also be glad to accept offer of trained Post Office men received through High Commissioner 20th October. Mounted troops should be organized in units of 125 non-commissioned officers and men, one captain and four subalterns, with good proportion of farriers, shoeing-smiths, and saddlers; they should be fully equipped, bringing, if possible, 500 rounds Mark II service ammunition, personal and regimental equipment, including camp equipment, saddlery, stable, and picketing gear, nose-bags, grooming kits, horse- shoes for three months, farriers' tools, and regimental and other transport.
Telegraph as soon as possible date of departure of contingent and probable date of arrival in South Africa, with full details as to strength, composition, armament, quantity of ammunition and any unavoidable deficiencies of equipment; also send nominal rolls by earliest opportunity.
Her Majesty's Government cordially recognize great moral and material value of assistance so readily offered by your Ministers and patriotic enthusiasm of people of Canada.
Of course, ammunition will be replaced by Her Majesty's Government.

Referring to my telegram of 14th November, Her Majesty's Government would accept offer if company of full strength and organization of mounted infantry company, with their horses, could be scnt, consisting of 125 non-commissioned officers and men, officered by one captain and four subalterus, with good proportion of farriers, shoeing- smiths, and saddlers; men not necessarily trained, but good shots and good riders. Pay from Imperial Funds at Imperial cavalry rates from date of disembarkation South Africa; Ceylon Government or Volunteers finding own transport to Cape Town.
Telegraph at once if such force can be raised and equipped at an early date, when further particulars will be sent.

Presume contingent will be organized on same basis as first, with good proportion of farriers, shoeing-smiths, and saddlers, 500 rounds per man Mark II. ammunition, personal and regimental equipment including camp equipment, saddlery, stable and picketing gear, nose-bags, grooming kits, horse-shoes for three months, farriers' tools and regimental and other transport.
Her Majesty's Government gratefully accept offer of your Government received through Agent-General to find men and horses for battery of four Hotchkiss guns. offered by Armstrong, and will forward guns, and, if your Ministers so desire, com- petent officer to South Africa.
