The "Chefs " and "Sous Chefs de Bureau (Principal and Assistant Clerks) of all Secre- tariats General form a distinct staff, of which the strength is determined by the Minister for the Colonies.
They can be sent from one Colony to another according to the requirements of the service.
They are nominated by, and may be degraded or dismissed by, the Minister for the Colonies. They may be suspended by the Governor under the conditions laid down in the decree respecting pay.
Degradation and dismissal are pronounced on the report of the Governor and on the advice of a Committee composed of the Civil and Military members of the Privy Council, or of the Executive Council, according as the case may be.
The accused officials are summoned to defend themselves verbally or in writing before this Committee.
When the offence takes place beyond the Colony with which the inculpated official is connected the advice of the Promotion Com- mittee is taken. In this case the Governor's report will not be required. The decision of the Minister is based on the advice of the Committee.
One-half the vacancies among ("Sous Chefs de Bureau") Assistant Clerks, 2nd class, is

allotted to Head Clerks (Commis principaux) in Secretariats General, one quarter is given to "certificated scholars of the Colonial School, the remaining one quarter is given after competitive examination to candidates who have diplomas in law, science, letters, &c., and to scholars from certain specified schools after examination, of which the programme and rules are decided by the Minister, and to clerks having five years' service in a Colonial Secretariat General or in the native affairs"

"eivil affairs" services. Candidates other than those who come from the Secretariats General or from employment in connection with native and civil affairs must undergo one year's probation.

Three-fourths of the vacancies among “Chefs de Burenu" (Principal Clerks) in Secretariats General are reserved to ** Sous Chefs de Bureau (Assistant Clerks) in the same service. Que- fourth may be assigned to "Administrateurs and Assistant Administrateurs," 1st class. The offices of Chief Clerk (Chef de Bureau, hors classe) and Principal and Assistant Clerks in the Secretariats General may under certain conditions be given to senior and other Rédacteurs" in the office of the Minister for the Colonies. The number of these exceptional nominations is limited to two a year,
Promotion to a higher grade or class in the general staff of the Secretariats Generaitis by selection. No one can be advanced to a higher grade who has not served at least 18 months in the 1st class of his actual grade.
No one can be promoted to a higher class who has not had at least one year in his actual class.
Promotion is given to candidates recom- mended by the fiovernors, and whose names are inserted by the Minister on a table prepared every year by a Committee, whose duties are determined by Ministerial decree, and which is conïposed of--
A Director of the Central Administration
of the Colonies,
An Inspector of the Colonies,
The Chef de Bureau " (Principal Clerk) in
the Staff Department, or, failing him,
a "Chef de Bureau " (Principal Clerk)
in the Central Adiniuistration of the Colonies.
A “Commis Rédacteur"† as secretary.
The Minister can place names, on his own authority, on the promotion table, and remove them from it on the advice of the Commission.
• The Rédacteur in a French Ministry is the clerk who writes the drafts, and is specially chosen for his good drafting.

The retirement of "Chefs" and Sous Chefs de Bureau" (Principal and Assistant Clerks) in Colonials Secretariats General is regulated by the decree of 21st May, 1880.
Local Stujj.
Clerks (Commis) in Colonial Secretariats General form in each Colony a local staff. The rules for appointment and promotion and the number and salaries of the staff are fixed, in each Colony, by decision of the Governor in "Privy Council or in Executive Council. These decrees are submitted for the approval of the Minister for the Colonies.
Clerks (Commis) in the Secretariats General are appointed and may be suspended, degraded, or dismissed in each Colony by the Governor.
Degradation or dismissal is pronounced on the advice of a Committee composed of the Civil and Military members of the Privy or Executive Council, according to the case; before this Com- mittee the official charged presents bis defence verbally or in writing.
The decision of the Governor is based on the advice of this Committee.
The retiring pensions of Clerks in Secretariats General are regulated by the law of 9th June, 18.53.
