Nominations and promotions to a higher class of " Administrateurs" are made by decree of the President of the Republic,

Newly promoted “Administrateurs
can only receive the commencing salary of their class, increasing by order of the Governor of the Colony and within the limits of the Estimates by incre- ments of 500 franes to the authorised maximum.
No " Administrateur” can obtain an incrcase except after six months' actual service in the Colonies at the lower rate of salary,

No one can be promoted to a higher office unless he has served at least 18 months in the 1st class of the office immediately below.
No one can be promoted to the higher class of the office he holds unless he has had at least 18 months' service in the class immediately 1 below it.

Administrateurs " take rank themselves, irrespective of salary, according to their seniority of appointment in each office.
Disciplinary measures allow of the following punishment
1. C'ensure, officially reconted,
2. Suspension from duty,
3. Removal from promotion table.
4, Degradation.
5. Dismissal.
Censure is inflicted by the Minister or by the
Governor.
Suspension from duty is pronounced accord- ing to established rules.

The official degraded takes rank in his new office from the date of the decision and cannot be recommended for promotion until he has served the minimum time required to qualify

for a higher rank or class. Degradation and dismissal cannot be pronounced except on the advice of a Committee composed of the military members and civil officials either of the Privy Council or the Executive Council, before whom the official is required to defend himself verbally or in writing. When the offence takes place beyond the Colony with which the inculpated "Ådministrateur is connected the advice of the Promotion Committee is taken instead of that of the Committee just mentioned. The report of the Governor will not be required in this case.
"Native Affairs" Staff.
When the needs of the service require, Colonial Administrateurs may be assisted by a local staff appointed by the Governors,

Decisions of the Governors, approved by the Colonial Minister, determine the number of this staff, the salaries, and the conditions of appoint- nents to, and promotion in, this staff. Assistants and Clerks for Native Affairs must be French subjects of at least 21 years of age and not over 30 years, and must have complied with the military service requirements.
For officials and military men having had more than five years' service the limit of age is extended to 35
years,
The following punishments may be pronounced
by the Governors :~
1. Censure, officially recorded.
2. Suspension from duty.
3. Degradation.
4. Dismissal.
Staff of Secretariats General.'
The staff (except in Indo-China) is divided
into
1. General staff, composed of "Chefs et Sous Chefs de Bureau" (Principal and Assistant Clerks).
2. Local staff, including Clerks (Commis)
of all classes.
