(c) To Naval and Military Officers of the rank of Lieutenant or its equivalent, with at least six years' service në an Officer, three years' Colonial service as an Officer, and under 32 years of age. Three-fourths of the vacancies among the Assistant “Administrateurs” of the 1st class are reserved to those of the 2nd class.

One-fourth may be allotted-

(a) To "Chefs de Bureau (Principal

Clerks), 2nd class, in Colonial Secre tariats General.

(b) To Naval and Military Officers on the active list of the rank of Captain or its equivalent, with upwards of three years' service in that rank, not less than three years' resilence in the Colonies, and not over 40 years of age Three-fourths of the vacancies among the "Administrateurs," 3rd class, are reserved for Assistant "Administrateurs," 1st class, with at Icast three years' actual service in the Colonies.

One fourth may be allotted:--

(a). To "Chefs de Bureau (Principal Clerks), 1st class, in Colonial Secre- tariats General.

(b) Naval and Military Officers on the active list with rank of Captain or its equivalent, with at least six years' service in that rank, minimum residence of four years in the Colonies, and not over 10 years of age.

Three-fourths of the vacancies among the “Administrateurs,” 1st and 2nd class, are reserved to those of the 2nd and 3rd class, One-fourth of those in the 2nd class may be allotted —

· (a) To “Chefs de Bureau, hors classe"

(Chief Clerks), in Colonial Secre tariats General.

(4) To-Naval and Military Officers on the active list with the rank of Captain or its equivalent, with more than nine years' actual service in that rank, with at least four years' residence in the Colonies, and not over 40 years of age One-fourth of the vacancies among the "Administrateurs," 1st class, may be allotted to Superior Naval and Military Officers on the active list who have had at least six years' residence in the Colonies.

All appointments of“Administrateur" in Chief, 2nd class, are reserved to "“Administrateurs," 1st class.

Appointments of "Administrateurs" in Chief, 1st class, are reserved entirely for "Adminis trateurs" in Chief, 2nd class, and for Colonial Secretaries General having at least six years'

actual Colonial service as "Administrateurs' in the Secretariats General, of which 18 months must have been as "Administrateur" in Chief of 2nd class, or as Secretary General.

The office of "Administrateur," 1st, 2nd, 3rd class, and Assistant “Administrateur," 1, 2, 3 classes, may be assigned:

(a) To officials of the Central Administra-

tion of the Colonial Office.

(6) On a special report to the President of the Republic for exceptional claims and for brilliant services in the cause of colonisation rendered abroad, to French citizens not on the staff of "Administrateurs "

who have passed three years either in the French Colonies in the Protectorates or within the zones of French influence.

These exceptional nominations not to exceed two a year in the first category or one a year in

the second.

The vacancies so filled will be taken from the proportion assigned to the officials of the Secretariats General and to Officers.

Promotion in rank or class

among "Adminis- trateurs" is conferred by decree-on the report

of the Minister, and on the recommendation of the Governor under whom they are placed.

Promotion of “Administrateurs in Chief and “Administrateurs" is by selection.

It is given to those whose names appear on a

list prepared by a Committee composed of--

The Secretary General of the Colonial Office, or, in his absence, the Head of the Staff Department.

Two Directors of the central administration

of the Colonies.

One Inspector-General of the Colonies. One Colonial Governor present in France. The Principal Clerk (" Chef de Bureau”) of the Staff Department as Secretary,

In the absence of the Secretary General, the Presidency of the Committee falls to one of the Directors or the Inspector-General ́acéording to “ seniority.

The promotion list is made out each year. It includes, besides “Administrateurs” în Chief, the "Administrateurs and the Assistant "Ad- ministrateurs," 1st class recommended for the grade of "Administrateur," 3rd class, the Assistant" Administrateurs," 2nd and 3rd class, nominated for promotion to a higher class.
