2. The Council of Education, at a meeting held on the 18th November following, resolved that the question be referred to the College Committee.

Several reminders were sent to the College Committee, and on the receipt of despatch, No. 104 of the 31st May last, I caused the committee to be informed that I should be glad if they would take the matter into consideration as soon as possible, as you had drawn my attention to the fact that your despatch No. 151 still remained
unanswered.

4. The College Committee, at a meeting held on the 15th September, 1898, resolved that Article 37 of the Rules and Regulations of the College be amended by the addition of the following words :--
If the certificate produced by the student be not satisfactory the amount payable for the quarter may be reduced by a sum not exceeding £5 sterling. In case of reductions in the year amounting to £20, it will be for the Governor and the Secretary of State to consider whether the scholarship should not terminate altogether."
5. It appeared to me that, if the proposal of the committee were adopted, whatever might be the scholar's misconduct, it would not be possible for the Secretary of State or the Governor to remove him unless such misconduct continued for a year continuously. I have therefore asked the committee to reconsider their recommendation.
