In compliance with the instructions contained in paragraph 9 of your circular despatch of the 25th May last, I have the honour to transmit, under cover of Administrator King-Harman's despatch, St. Lucia, No. 36, of 15th February last, a return of prisoners on whom the punishment of flogging was imposed during 1897 in the Royal Gaol.
2. There were, in all, three cases of flogging, of which one was by order of the Court, and two for breaches of prison discipline. In no case did the number of lashes exceed 24.
3. Regulations 223 and 224 of the Rules for the Government of the Prison in Castries govern the situation, and are identical, as regards civil prisoners, with Regulations 220 and 221 of the Grenada Prison Rules, which I have repeated in my despatch, Grenada, No. 69, of even date.*
4. In the case of a military prisoner the maximum number of strokes is confined to 25.
