In compliance with the instructions contained in paragraph 9 of your circular despatch of the 25th May last, I have the honour to transmit, under cover of Administrator Thompson's despatch, St. Vincent, No. 21, of the 3rd February last, a return of prisoners

on whom the punishment of flogging was fuposed during 1897 in the Kingstown Prison. 2. There were, in all, six cases of flogging, of which five were by order of the Court, and one for breach of prison discipline. In no case did the number of strokes exceed 12. 3. Regulations 224 and 225 of the rules for the government of the Prison in St. Vincent govern the situation, and are identical with Regulations 220 and 221 of the Grenada Prison Rules, which I have repeated in my despatch, Grenada, No. 69, of even date.*
