Calls attention to excessive punishments by flogging: requests that Magistrates be informed that sentences of not more than 24 lashes should be imposed, and that sentences in excess of that number will be re- duced by the Governor.

Instructs him that in future, flogging in the Hausa con- stabulary should only be resorted to for the most serious offences, and never without a medical certifi- | cate of fitness and the a Medical presence of Officer.

Reports in reply to No. 18: that he has enjoined upon the various officials con- cerned the necessity of exercising great discretion, and furnishes explanations of certain cases.
