Requests that a return giving the particulars of all flog- gings inflicted should be sent to the Colonial Office annually, and suggests that the consent of the Governor should be a necessary pre- liminary before a sentence of flogging can be carried out: Encloses model prison rules.

Secretary of State's despatch has been carefully noted: Return for period from 1st January 1895 to 30th June 1897 enclosed.
