Transmita copy of a letter from the Administrator of British New Guinea, drawing attention to the desirability of having surveys made from Cook- town or Thursday Island by way of British New Guines and the Solomon and Gilbert Islands before a decision is taken as to the route of the Pacific cable.

Transmits copy of a letter which bas been addressed to the Canadian Minister for Trade and Commerce in reference to the public invitation for tenders for a Pacific cable.

Reports that he has made arrangements for the continuation of the Australia- New Caledonian cable to Walace (Wallis) Island, and states the con- ditions on which he will take it to Fiji.

Transmits copy of Sir H. W. Norman's Despatch (New Guinea), No. 37, of September 4, 1894, and indicates the nature of the reply returned thereto.

In reply to his Despatch, No. 37, of September 4, 1894, informs him that Sir William MacGregor's proposal will receive due consideration.

Reports that by the Reciprocity Treaty the Hawaiian Government cannot enter into arrangements involving a lease of territory to a foreign Govern ment without the previous consent of the United States Government, but that if this consent is obtained favour- able terms will be submitted to the Legialsture.

Transmits copy of Mr. Audley Coote's letter of September 16, 1891, and of Colonial Office Despatch to Viscount Gormanston, No. 54, of October 31, 1894.

Requests him to inform Mr. Coote that the whole subject is under considera- tion, but that it is not likely that his scheme will commend itself to Her Majesty's Government.

Places the services of Mr. Mercer at the

disposal of the Dominion Govern ment if they should desire him to proceed to Washington to afford ex- planations.
