Transmits copy of a Despatch from Her Majesty's Minister at Honolulu en- closing an account of the hoisting of the Hawaiian flag on Necker Island on May 27, 1894. Question by what means and under what conditions the commercial treaties with Belgium and the German Empire could be denounced; with Sir E. Grey's answer.
Transmits copy of Law Officers' opinion as to the meaning of the words "British origin" in Article XV. of the Anglo-German Commercial Treaty of July 23, 1862.
Question as to the effect of the com- mercial treaties with Belgium and Germany upon the question of dif- ferential trade relations between Great Britain and the Colonies; with Sir E. Grey's answer.
In reply to Colonial Office letter of August 16, states that Layman Island was formally annexed to Hawaii in 1857, and that in all probability the French Frigate Shoal is also claimed by Hawaii.
Calls attention to the desirability of securing landing rights for a cable in some island of the Hawaiian group, and trusts that Her Majesty's Consul at Honolulu may be instructed to use his good offices to that end in con- junction with the agent of the Cana- dian Government. Encloses a memo- randum and papers on the subject.
Transmits draft of instructions to Her Majesty's Consul at Honolulu in the sense of Colonial Office letter of 27th August.
