The British Empire provides more than half of the exportable surplus of tea, and its pre- dominant position is growing.
One Crown Colony, viz., Ceylon, provides about one-fifth of the exportable surplus, and she is improving her relative position, while the three other Crown Colonies which produce tea may some day become great sources of supply. In two of them-Mauritius and Nyasaland-the development is at a rapid rate, though their total production is still relatively negligible.

Though the British Empire is a large producer of sugar, it is certainly not producing a sufficient quantity to supply the needs of its population.
India and Egypt require the whole of their own production, and the rest of the Empire only produced 27,634,000 cwts. in 1913. The population of the Mother Country and the self- governing Dominions was about 65,000,000 in 1913.
If all the productions of those parts of the Empire which export sugar had been placed at the disposal of the Empire's white population, it would have only provided 14 ounces per head per week. Though this is above the present ration, it is not sufficient for normal require ments. Actually, of course, the exportable surplus of the producing Colonies is far less and much of it is wanted by coloured inhabitants of the Empire.
Actually, therefore, the Empire is a debtor to the rest of the world in respect of sugar, even at the present rationed rate of consumption.
This emphasises the importance of stimulating sugar production in our Crown Colonies.

In the matter of tin, the British Empire is responsible for over 99 per cent. of the world's supply, and the Crown Colonies alone for over four-fifths. This is a fact of enormous economic importance.
In many cases there are export duties on tin, and these duties could, if necessary, be raised to a very high point without detriment to the producer, because the world must have tin for many essential manufacturing purposes.
The revenue raised from increased export duties would be available for development purposes of an important and varied character.
