MINUTES.

9. s.v. "Svithoid."-After reference to Mr. Malkin it was decided not to propose an application for the requisition of this vessel, which is awaiting adjudication by the Prize Court in Halifax, Nova Scotia, as the case against the vessel is not thought to be a very strong one.

10. S.D. Carl." This vessel is reported to have become a total loss at Con- stantine Bay, near Newquay, whilst in the service of the Ministry of Shipping.

11. s.v. "Carrabin" (late "Susanne Vinnen "). -This vessel was sunk by sub- marine off Queenstown on the 1st October. The Foreign Office has been informed.

12. s.s. "Professor Woermann."-An application by Messrs. Waltons and Company for the release of the submarine signalling apparatus attached to this vessel, and for payment of hire for past use, has been transferred to the Colonial Office.

"Grahamland.”—The Sub Committee are still awaiting a communi- cation from the Agent-General on the subject of the Committee's claims against the British Columbia Government. It is understood that the delay is due to the fact that Mr. Turner has been unable to trace the whereabouts of the corres- pondence referred to in paragraph 3 of the minutes of the One Hundred and Forty- seventh Meeting, and has found it necessary to communicate further with his Government. Letters reminding the Agent-General were written on the 5th October and 31st December.

14. Dyestuffs ex ss. "Kalymnos."-These goods were disposed of by Messrs. Fairclough, Dodd and Jones on the 15th November.

15. Resin ex Byzantion." This resin arrived home in the s.s. and delivery has been taken by the Director of Stores, Admiralty.

16. Resin ex Spetzai."-This resin is being shipped home in the Indiana," and will be disposed of in the manner indicated in paragraph 27 of the Sub-Committee's report of the 17th October.

17. Resin ex s.s. Kalymnos."--This resin is being taken over by the naval authorities at Malta, the question of price being left to the decision of the Treasury.

18. Fishplates ex s.s. "Erymanthos."--As it has not been found possible to arrange for the sale of these goods in this country, the Governor of Malta has been sked to endeavour to arrange for the sale of the goods in Italy, the terms of the sale providing for delivery to be taken at Malta.

19. Sulphate of Potash shipped from Malta. These goods arrived home in the s.s."Turnbridge," and delivery has been taken by the Food Production Depart- ment, who will sell and account to the Committee for the proceeds.

Rubber at Gibraltar.-The necessary requisition orders having been obtained, the Governor is arranging for the shipment of the rubber to this country. Insurances, marine and war, have been effected, and Messrs. Lewis and Peat are being asked to conduct the sale of the rubber on arrival in this country.

21. Insurance of condemned Cargo against Marine and War Risks. The Treasury have concurred that condemned cargo transported to this country for dis- posal should be insured in all cases where the risk of loss would otherwise be borne hy the Prize Fund.

The Board of Trade were approached on the question of allowing such cargoes to be insured against war risks under the Government scheme, and it is understood that there will be no difficulty in this respect in the case of cargoes carried in British vessels. If a cargo is carried in a neutral vessel it can also be insured at the War Risks Office under the neutral scheme in the ordinary way.

22 Insurance of detained Ships.-Messrs Glanvill. Enthoven, and Com- pany have been provisionally notified of six launches at Hong Kong which would seem to fall within the terms of the cover. The Colonial Office have asked the Governor of Hong Kong for further information as to these vessels.

23. Finances. The statement received from the Assistant Paymaster-General for the month of September shows a balance of £1.859,513 2s. 10d. on the 30th September.

MINUTES.

24. Accounting business.—Arrangements have been completed for the transfer of the Committee's accounting business from the supervision of the Assistant Pay- master-General for Supreme Court Business to the supervision of the Accountant- General of the Ministry of Shipping: the Accounting Officer for the time being of the Ministry of Shipping to be Accounting Officer for the Committee's account.

A letter has been addressed to the Assistant Paymaster-General for Supreme Court Business expressing the Committee's high appreciation of the services rendered to the Committee by himself and by Mr. Bebb.

It is understood that the Ministry of Shipping will arrange to continue the monthly statements showing the general position of the Committee's account.

THE Sub-Committee beg to report the following action taken :-

1. 8.8. "Atlanten."-This vessel has been transferred to the control of the Ministry of Shipping as from the 3rd January last, being the date of completion of discharge at New York.

The question of the managers' remuneration for the period whilst the vessel was in the service of the Committee has been settled on the terms set out in para- graph 2 of the minutes of the One Hundred and Forty-eighth Meeting.

2. 3.8. 'Ranee."—The charter of this vessel to the Straits Steamship Company has been renewed for a further six months from the 16th March, or until the con- clusion of the War, whichever period shall be the shorter, at the increased rate of £350 per month.

3. 8.0. "Bellas.”—This vessel was fixed, at the request of the Ministry of Shipping, for the carriage of a cargo of sleepers from Western Australia to South Africa, and a freight equivalent to what could have been obtained elsewhere was paid, the sleepers carried to be for the account of the Union Government. The ship sailed from Fremantle on the 26th February.

As regards future employment, the managers submitted a proposal for a cargo of wool from South Africa to the United States. On arrival in the United States of America there would be a choice of freights, and, if necessary, she could proceed to Australia earning a good freight, and there be available to return to South Africa with grain or sleepers. This course, however, has been abandoned at the urgent request of the Colonial Office, supported by the Ministry of Shipping, and the vessel will return from South Africa to Australia. Negotiations are in progress to obtain a cargo from Cape Town to Australia so that the ship may not make the voyage in ballast. In Australia the vessel will load either sleepers or wheat, or both, for South Africa.

The accounts rendered by the managers for voyage 2 of this vessel, viz., from London to Buenos Aires with cement, and thence to Dublin with wheat, have been passed as satisfactory, subject to audit.

4. s.o. Clevedon."-The Fourth Special Survey No 2 was only partly held

in Melbourne, and, on the advice of the managers and Lloyd's Register, is to be completed in New York. A considerable part of the work has been done by the crew, and, as the expense of completing the survey in New York is not expected to be heavy, the Sub-Committee considered it best for the work to be done and the ship properly classed. The vessel sailed from Melbourne on the 12th January.

A claim has been made by the City of Santos Improvements Company, Limited, in respect of certain salvage services alleged to have been rendered to the The managers advised that the claim vessel whilst at Santos in September last. should be resisted, and the papers were communicated to Messrs. Waltons and Company for their advice, coupled with the remark that; in accordance with the previous understanding in such cases, the Committee assumed that they would be willing to act for them as agents of the Treasury Solicitor in any litigation that might ensue from this claim. To this Messrs. Waltons replied that they could not consent to so act except on the understanding that their charges were paid in full
