MINUTES.

28. Lithopone ex Erymanthos."The Admiralty agreed to take over these goods and to arrange a price with the officials of the Prize Court at Malta. (See paragraph 25 of the Second Meeting of the Sub-Committee.)

29. Nitrate of Potash at Malta.-As no department of His Majesty's Govern- ment required these goods, the Governor was authorized to dispose of them locally. He was, however, instructed to refuse an offer of £35 per ton from the Italian Consul, as the Sub-Committee were advised that this was not a reasonable price

30 Rubber at Gibraltar.-(See paragraph 24 of the Second Meeting of the Sub-Committee.) As no reasonable offer could be obtained from the Commission Internationale de Ravitaillement arrangements are being made for the goods to be shipped to this country for sale.

31. Insurance of cargo brought home for disposal.-Having regard to the decision of the Treasury in the case of the sulphate of potash (see paragraph 25 above), the Sub-Committee decided that all condemned cargoes brought home for disposal in future should be insured both for marine and war risks.

32. Insurance of metals. (See paragraph 16 of the minutes of the One Hundred and Forty-eighth Meeting) As fessrs. Waltons would not advise that the Committee's construction of the cover was right; the offer of the Insurance Companies to treat the goods in connexion with which this question had arisen as being entitled to half rates, without prejudice to any future case, was accepted. The Admiralty Marshal was informed of the action taken.

33. Paper ex San Francisco."-By arrangement with the Admiralty, Marshal the Insurance Companies have agreed to extend the cover beyond the date of the order for the transfer of the proceedings from Sierra Leone to London for which application is to be made.

Losses and Writes Off-(See paragraph 21 of the minutes of the One Hundred and Forty-eighth Meeting.) The Treasury have sanctioned, the write off of £4,578 5s. 11d; due to the stranding of the s.v. Neath."

36. Accounts of Messrs. Waltons and Company. The firm's accounts in connexion with the "Rajaburi,” Quarta," Carl.' and Grahamland," and certain other matters have been accepted and paid.

37: Finances Reports have been received from the Assistant Paymaster- General for the months of June, July, and August. Balances. at the end of the mont.hs mentioned were £1,828,602 0s. 2d., £1,842,233 13s. 10d., and £1,885,557 38. 5d., respectively.

38. Merchant Seamen and War Risks. It was decided to follow the procedure recommended by the Board of Trade regarding the payment of extra wages to officers and seamen of ships lost by war risks.

39. Condemned caiques at Malta. The local sale of two vessels of this class was approved.

"Carl-The Ministry of Shipping eventually decided to, take over this vessel for use as a, hulk for the storage of cordite. and the vessel has been trapa ferred accordingly, with effect from the 1st August. With regard to the expenses. incurred, it has been agreed that the Committee should he responsible for :-

(a) all repairs effected at Portsmouth;

(b) cost of towage and navigation to, Bristol;

(c) Messrs. Law & Company's accounts, (wages, etc.) up to the date of

delivery at Bristol;

whilst the Ministry of Shipping should be responsible for :--

(a) all Messrs. Hill & Son's accounts for repairs at Bristol;

(b) value of all gear belonging to the ship whenever bought;

(c) Messrs. Law and Company's accounts as from date of delivery.

THE Sub-Committee beg to report the following action taken :- 1. 8.8. "Atlanten."—After dry-docking at Dakar the vessel proceeded to Accra to fill up with cocoa for New York, and arrived at New York on the 17th December.

Mr. Bacon, Messrs. Elder Dempster and Company's agent at New York, agreed to superintend the handling and disposal of the prize cargo sent on in the vessel to New York, and for this service it has been arranged. after consultation with the Admiralty Marshal, to allow Mr. Bacon a remuneration of one-half per cent. on the net amount realized.

The Admiralty Marshal has consented to the payment of freight on the prize cargo sent on in the ship to New York, and it is understood that he is settling direct with Messrs. Elder Dempster and Company in respect of the freight on the Gambia," prize cargo shipped to this country in the steamships "Salaga,"

Italian," and "Batanga.”

"

Bellas."-On the recommendation of the Ministry of Shipping it

has been decided to fix this vessel for the carriage of sleepers from Australia to South Africa. Negotiations are proceeding with Messrs. Temperley on the under- standing that the sleepers to be carried will be for the account of the Union Government.

3. s.o. "Terpsichore."--This vessel arrived at Melbourne on the 24th December, and has been chartered to the Royal Commission on Wheat Supplies to load wheat for North America.

The ship will be dry-docked in Melbourne and, on receipt of a report, it will be decided whether she will undergo the survey now due. Lloyd's Register have been asked to arrange that only such repairs as are essential to retain the vessel in her present class shall be effected in Australia.

The claim by the officers and men of His Majesty's ships concerned in the salvage of this vessel in Long Island Bay on the 14th May, 1916, has been settled at £721 18s. 3d., representing the sum due from the cargo-owners less a propor- tion of the Committee's out-of-pocket expenses. (See paragraph 10 of the minutes of the minutes of the of the One Hundred and Fortieth Meeting and paragraph One Hundred and Forty-fourth Meeting.)

4. "Cleredon." This vessel arrived at Melbourne on the 10th December, and has also been chartered to the Royal Commission on Wheat Supplies to load wheat for North America. She will undergo the survey now due at Melbourne.

As in the case of the s.v. "Terpsichore," Lloyd's Register have been asked to limit as far as possible the repairs required to be effected in Australia.

5. 8.8. Diana."-Upon the request of the Governor-General of Nigeria the Sub-Committee have consented, to the cancellation, as from the 11th November last, of the protection and indemnity insurance on this ship, on the understanding that the Nigerian Government will be responsible to the Committee for all risks, other than war risks, not, covered by the marine policy.

It is understood that the Nigerian Government are contemplating a recon- sideration of the arrangements in regard to the risks covered by the existing

policy on the next renewal of this policy.

6. 8.8. "Apolda."-Messrs. William Richards and Son's adjustment in respect of the cost of forwarding this vessel from South Africa to Australia with ́her original cargo has been received and considered, and the Colonial Office have been asked to communicate the particulars to the Commonwealth and Union Governments. A separate adjustment in connexion with the general average arising out of the fire at Cape Town is in course of preparation by Messrs. William Richards and Son, but it is understood that this will not be completed for some considerable time.

s.s." Annaberg."-Directions have been given for the payment of an account for £10 12s. 10d. received from Messrs. Kellock and Company for the revaluation of this vessel in October, 1915, in connexion with the undertaking to be given by the Transport Department.

8. 8.8. “ Chalkis.”—It is understood that this vessel, which is awaiting adjudica- tion by the Prize Court in Malta, has been requisitioned by the Admiralty for urgent naval service as a store carrier.
