MINUTES.

3.8. Sandakan.”—The Committee considered a letter which had been received from the Ministry of Shipping stating that this vessel had been requisi- tioned by the local naval authorities, and the s.s. Rajah of Sarawak" requisitioned to take her place in the Borneo trade. The Committee decided that the Colonial "Sandakan" during Office should be informed of the average earnings of the ss. her employment by the Committee and of any particulars which might be obtained from the Ministry of Shipping regarding the rate of hire which would be paid for the "Rajah of Sarawak" if she were requisitioned on demise terms by the Admiralty for the naval service. The Colonial Office would then doubtless arrange, through the Colonial Government, the rate of hire to be paid for the "Rajah of Sarawak.” 4. 8.8. Ranee."-The Committee decided that before the charter of this vessel was renewed the Ministry of Shipping should be asked whether they wished to take her over.

5. Commissions charged by Messrs. Churchill and Sim.-The Committee con- sidered a letter from the Treasury calling attention to certain cases in which Messrs. Churchill and Sim had charged the Committee at rates higher than those approved by the Admiralty Registrar, and decided that the firm should be asked to refund the amount overcharged in the cases referred to by the Treasury.

Resin ex the "Spetzai."-The Committee considered correspondence which had taken place with the Ministry of Munitions regarding the proposed purchase by that Department of these goods, and directed the Secretary to ascertain from the Admiralty Marshal's brokers what was the current c.i.f. price for them, and from the Ministry of Shipping what would be a fair rate of freight to charge from Malta. This information would enable the Committee to decide whether the offer of 11s. per cwt. was a reasonable one.

7. Dyestuff ex the “Kalymnos."-Mr. Jones, of the firm of Fairclough, Dodd, and Jones, attended the Committee to discuss the rate of commission to be charged for these goods. The Committee decided to accept the firm's proposal that they should be paid one-half per cent. by the Committee and should charge the buyers one- half per cent., it being understood that one-half per cent. was in fact always charged to the buyers on sales of goods of this kind.

Sodium Carbonate ex “Cleopatra."-The Committee directed the Secre- tary to inform Messrs. Churchill and Sim that these goods had been disposed of locally.

9. 8.5. Marina": Claim of Messrs. Mitchell, Cotts, and Company.The Committee decided that Messrs. Mitchell, Cotts, and Company's offer to accept £500 in full settlement of their claim against the Committee should be accepted.

10. 8.v. "Neath": Wages claim (G. White).-The Committee approved the Secretary's action in paying Mr. White's claim for three days' wages.

s.v. “Carl.”—(a) The Secretary reported that Mr. Starkey had paid the sum of £38 10s. in respect of Messrs. Batey's claim to salvage, and that the matter was being arranged with Messrs. Batey. The action taken was approved.

(b) The Committee considered a letter from the Ministry of Shipping stating that they did not wish to convert the ship into a hulk. It was decided to proceed with the repairs.

12. s.s. "Senegambia."-The Committee considered despatches which had been received from the Governors of the Straits Settlements and Hong Kong regard- ing the repairs effected in those Colonies by the Peninsular and Oriental Steam Navigation Company, and decided that the Company's charges in respect of the repairs must be accepted.

13. 3.8. "Frisia.”—The Committee decided that as it had now been discovered that all the nautical instruments charged for in the Peninsular and Oriental Steam Navigation Company's account, with the exception of one pair of binoculars, had been actually on board the ship when she was handed over to the Admiralty, the Company's charge in respect of the instruments should be accepted.

Steamships “Diana" and "Baro."--The Committee approved the action taken by the Secretary in suggesting to the underwriters' solicitors that pressure should be put upon the owners of the "Baro" to settle this claim by arbitration in order to avoid the necessity of the submission by the Crown to an Order for discovery.

15. 9.8. "Gracia."—The Committee decided that Messrs. Tyzack and Bran- foot's explanation of the reason why the first voyage of this vessel resulted in a loss might be accepted.

16 Insurance Cover: Interpretation of Metals Clause.-The Committee decided that Messrs. Waltons and Company should be consulted as to the proper interpretation of this clause, and asked whether it was desirable to submit the point to arbitration.

17. Steamships "Hamm." Apolda," and Birkenfels."-- The Committee approved the settlement which had been arrived at with the insurance companies in regard to the fire and marine insurances on the original cargoes of these vessels. 18. Steamships “ Birkenfels" and "Hamm": Completion of the Adjustments. -The Committee decided that the total amounts to be charged against the deposits should be communicated to Australia without delay, but that the Committee should not register any claim with the Public Trustee in respect of the payment of wages for the lascar crew for the period previous to seizure.

19. Steamships “ A chaia” and “Paros."-The Committee approved the settle- ment arrived at with the insurance companies by which these cargoes are to he regarded as subject to the Egyptian Bonded Warehouse Company's cover.

20. Prize Vessels in German East Africa.-The Committee approved the arrangements made with the insurance companies for the exclusion from the cover of any cargo which might be on board these vessels.

21. Schedule of Losses.-The Committee considered a letter from the Assistant Paymaster-General, dated the 28th June, and decided that the amounts in Schedule B, annexed to his letter, should be written off. The schedule was signed by the Chairman and Mr. Barstow. It was also decided that Schedule C should be submitted to the Treasury subject to a slight revision of the explanatory note.

22. The Assistant Paymaster-General's Statement for May.-The Cominiittee considered the Assistant Paymaster-General's statement for the period ended 31st May, showing a balance on that date of £1,823,382 15s. 7d.

23. 8.5. "A polda.”—The Committee approved of the action of the Secretary in arranging for the employment of this ship on an eleventh voyage for the carriage of sleepers to South Africa, and for the extension of the marine insurance policy accordingly.

The ship insured against war risk for a total amount of £500 at £2 per cent. sailed on the 11th of August, and under the Board of Trade scheme which came into operation on the 13th half the premium was returnable: The ship was sunk and the officers' and men's effects lost.

Gambia," Cargo has been shipped for the United Kingdom in the "Salaga," and "Italian," of which the first-named has already arrived. The balance is to come in the "Batanga:” It has been decided to send the ship to Dakar for dry docking,, and the Foreign Office have been asked to arrange for the necessary facilities with the French Government.

The question of the managers' remuneration (referred to in paragraph 2 of the minutes of the One Hundred and Forty-eighth Meeting) has been held over pending the settlement of various points relating to the remuneration of the same company which have arisen in connexion with other ships. The managers have intimated that they leave the question in the hands of the Committee.
